Book excerpt: This open access book provides an evidence-based roadmap for revitalising Indian agriculture while ensuring that the growth process is efficient, inclusive, and sustainable, and results in sustained growth of farmers’ incomes. The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers. Book excerpt: According to the Fifth Annual Employment-Unemployment Survey of the Ministry of Labour and Employment, 45.7 percent of India's workforce in 2014-15 was employed in agriculture. Around 13 to 14 percent of India's national income originates from the agricultural sector. Agricultural sector, thus, occupies a key position in the Indian economy, at least in terms of employment. Regrettably, agricultural sector in India has been witnessing loss of dynamism in recent years. The sector, as a whole, has showed poor performance lately. Signs of agrarian distress are visible in parts of the country. The spate of suicides by farmers in some areas is the most disconcerting manifestation of this distress. Marginal and small farmers have borne the brunt of the adverse circumstances in agriculture. Agricultural crisis has increased overtime due to a number of reasons but mainly owing to widening disparities between agricultural and non-agricultural sectors, resulting in burgeoning gap between the incomes generated per worker from the two sectors. Concerned by the slow growth in the agriculture and allied sectors, the Government of India has launched a series of programmes/schemes in recent years to rejuvenate agriculture and improve farm incomes. These, inter alia, have included the following: Rashtriya Krishi Vikas Yojana (RKVY) Pradhan Mantri Kisan SAMPADA Yojana Doubling Farmers Income by 2022-23 Pradhan Mantri Fasal Bima Yojana (PMFBY) Pradhan Mantri Krishi Sinchai Yojana (PMKSY) Farm Loan Waivers Under National Agriculture Market (e-NAM), farmers can sell their produce on the internet. e-NAM is envisaged as a pan-India electronic trading portal which seeks to network the existing agricultural produce market committees (APMCs) and other market yards to create a unified national market for agricultural commodities. e-NAM is a virtual market but it has a physical market (mandi) at the back end. India's future agricultural development will require much faster crop diversification in view of changes in consumption pattern. There is growing preference for milk and milk products, meat, poultry, fish, fruits and vegetables. Areas like horticulture and floriculture also hold promise as they have higher export potential. Accelerating the rate of growth of agricultural production must be seen as central to a more inclusive growth. It is imperative that the problems of farmers are addressed with a sense of urgency. The present work focuses on the issues and concerns impacting the Indian agriculture. More importantly, it explains the key reform measures undertaken in recent years to mitigate agrarian distress, modernize agriculture and improve the economic conditions of the farmers, particularly small and marginalized ones.

It is not enough that a value chain is competitive but not inclusive or it is competitive and inclusive but not sustainable. The issue of scalability is very critical to achieve macro gains in terms of greater farmer outreach and sectoral growth. The research undertaken here brings out some very useful insights for policymaking in terms of what needs to be done better to steer the agricultural value chains towards being more competitive, inclusive, sustainable and scalable. The value chain specific research findings help draw very nuanced policy recommendations as well as present a big picture of the future direction of policy making in agriculture.

Yet there is widespread consensus that, relative to the rest of the economy, agriculture is lagging and that it can and must do much better to support india’s overall high economic growth and dynamism. This book explores the future and presents the audacious question: what could the agricultural sector in India look like 30 years from now and how should it look if it is to successfully meet the needs of the country’s affluent society? In order to address this question, this book proposes a set of recommendations that should be implemented on a priority basis. These recommendations are as follows: (i) make public programs much more focused and effective; (ii) recognize water as a critical, long-term constraint to India’s agricultural growth and give top priority to significantly improving the efficiency of water use; (iii) promote new high-yield seeds and related technologies, including mechanization, to improve yields and productivity; (iv) improve the effectiveness of agricultural research and extension; (v) support further improvements of the farm-to-market value chain and reduce spoilage; and (vi) improve markets and incentives related to agriculture through reforms of prices, trade, and subsidies. The vision of what India’s economy in 2040 should and can look like, with an affluent and modern agricultural sector, will require fundamental changes in both the demand and supply sides of Indian agriculture. The vision is based not on projections but on how India’s agricultural sector needs to adapt to match the economy’s progress as a whole. This vision is plausible but it is by no means certain.

Book excerpt: In March 2019, the government of the Philippines promulgated a bill called the Rice Tariffication Law (RTL). It has dramatically changed the policy landscape in the rice sector and generated heated debates on how it would affect food security and poverty. This study explores the welfare effects of this reform across different types of households. We rely on the IRRI Global Rice Model to simulate the domestic price effects of the reform (Balié and Valera, 2020) and the Family Income and Expenditure Survey (FIES) to study the welfare impact of these price changes. Our results show that the RTL reduces consumer and producer rice prices, which affects households on the production and the consumption sides. Because a large majority of households are net buyers of rice and the policy reform reduces rice prices, most households benefit from the reform. Overall, the effects of the reform on poverty are beneficial. The poorest quintiles are positively affected, while the richest quintiles are unaffected or slightly worse-off. Spatially, the poorest regions also benefit the most. However, the rice growers who are net sellers are negatively impacted. The government should seek to mitigate the negative effects on non-competitive rice growers. Investments in public goods and services are a promising option to ease the emergence of on-farm and off-farm businesses as more profitable alternatives to rice production.
