Book excerpt: I first became interested in the methods of planning the sequence and timing of jobs on large-scale development projects, as a field officer involved in planning and implementing mechanised farming schemes in Uganda in the mid-sixties. This interest was reinforced by experience of agro-industrial projects in both Nigeria and Iran, when it became obvious that the lax traditional methods of both planning and controll ing the implementation of agricultural and other rural development projects were very ineffective compared with those already in use in other disciplines. An extended spell as Resident Adviser on a World Bank project to strengthen planning and project management services in the agricultural sector in Sind Province, Pakistan, stimulated this interest further, and gave opportunities to develop the use of improved methods on some very complex schemes. This book summarises the experience gained in adapting critical path methods, well established in other fields, to Third World development projects, with their peculiar problems. It would not have been possible to reach this point without the help and stimulation of discussions with a large number of colleagues, includ ing John Joyce (then of Hunting Technical Services), Hatsuya Azumi (World Bank), and-particularly-Zaffar Sohrwardy and Akhtar Ali of Aarkays Associates in Karachi, during our work together. The lack of food and the degradation of agricultural land have forced policymakers to reassess agricultural strategies for the region. This paper provides such a reassessment by identifying policies and investments that have worked and those that have not. The author sets out the common elements required for agricultural and rural development throughout the region. The strategy presented in this paper comprises elements from several development sectors, including transport, water supply, education, finance, and the environment. The author makes five broad recommendations to promote Region: adoption of policies to promote private sector farming and agricultural marketing, processing, and credit development and distribution of new technologies inclusion of farmers in decisions affecting their livelihood development of infrastructure and social programs in support of agriculture improved management of natural resources Projections of the likely effects of the proposed policies and investments are included. Tables throughout the text present statistics on agricultural growth rates, commodity prices, and deforestation in the region. An annex contains more general tables, with information on population growth and fertility rates, land use, agricultural exports, and droughts. The strategies suggested in this paper will be of interest to policymakers, academics, and to development practitioners involved in African agriculture.

The sector faces a variety of constraints that are particular to agriculture in Africa and make its development a complex challenge. Poor governance and conflict in several countries further complicate matters. IEG has assessed the development effectiveness of World Bank assistance in addressing constraints to agricultural development in Africa over the period of fiscal 1991-2006.

The cases are of varied length and complexity. Eighteen short case studies for use in time-constrained workshop settings are presented and together with four longer, highlight cases, which deal with more complex arrangements and business models. The longer ones are best for self-learning and for university and trainings when there is sufficient time for deeper analysis. The best practice cases presented represent a) diverse business models, b) risk mitigation tools and approaches for value chains and their financing, c) investment fund applications, d) digital applications, e) women’s value chain financing and f) policy issues along with three user-case scenarios. The document is organized with an introduction of the cases, a synthesis of the learning, presentation of each of the cases and summary tables for comparisons among them. Training facilitators can use the document as a whole or selectively use cases to fit their specific training needs. The document is meant to be a living document, with updates of cases and the expansion of the models and tools to fit the context of their application in diverse value chain and country settings.
