Book excerpt: Despite multiple past efforts, fragile Sub-Saharan African economies such as those of Mali, Chad, Niger, and Guinea still rank among the least diversified worldwide, with natural resources constituting a high share of their gross domestic product or exports. Large-scale production of gold for Mali, oil for Chad, uranium for Niger, and bauxite for Guinea offers substantial opportunities, but also has major shortcomings. Conclusive evidence shows poor economic performance by resource-rich but fragile Sub-Saharan African countries. The primary reason is not only their high vulnerability to external shocks, but the greed or grievances that typically lead to rents appropriation by a small group of elites in countries that are prone to conflict. Leveraging Export Diversifi cation in Fragile Countries explores the following questions: What are Mali’s, Chad’s, Niger’s, and Guinea’s main constraints to export diversification as perceived by key exporting firms? How it could be beneficial for these countries to target certain emerging export products? Are their current interventions to promote global value chain (GVC) adequate? What lessons can be extracted from specific cases? How can trade and logistic policies favor (or hamper) export diversification†“led growth? The book lays the groundwork for effective step-by-step multidimensional policies to propel export diversification in fragile economies that are hindered not only by poor governance and weak institutions, but also by their landlocked position (except Guinea), small domestic markets, and business-unfriendly environments. Recognizing that traditional project interventions in these countries have had limited success, mainly due to their unidimensional focus on single components of an agricultural value chain, the book proposes a GVC 2.0 cluster-based approach to export diversification, in which complementary efforts attract foreign firms and public investment in support of agribusiness. Promising pilot examples of joint implementation plans among multiple donors, risk-sharing facilities, and agribusiness clusters provide valuable insights into recent global value chain developer interventions.

Book excerpt: Mozambique is a low income country, with almost 70 percent of the population living in rural areas. Farmers suffer from lack of access to technology and qualified technical services. The country is also extremely vulnerable to increasingly prevalent natural phenomena, such as cyclones Dineo, Idai and Kenneth, which destroyed crops and agricultural infrastructure between 2017 and 2019. The country faces challenges in implementing regulatory instruments for the integration of practices climate change adaptation (CCA) in the agricultural sector. The Government of Mozambique, the Food and Agriculture Organization of the United Nations (FAO) and the Global Environment Facility (GEF) have joined efforts to increase the capacity of Mozambique's agricultural and pastoral sectors to deal with climate change.The project generated relevant results, including the incorporation of specific actions for CCA in strategic plans at ministerial level and in Economic and Social Plans and District Budgets (PESOD); the preparation of Mozambique's nationally determined contribution (NDC); the creation of local and community plans to adapt to climate change; the installation of 11 agrometeorological stations and greater financial autonomy for beneficiary women.The evaluation recommended that FAO support the government to ensure the integration of CCA into key policy documents and the integration of the Farmer Field Schools (FFS) into future rural development programmes, including the new Sustenta Programme, and that, in future programmes, FAO will focus on developing value chains and promoting farmers' access to markets.

This book is timely in light of the recent and ongoing growth recovery across the continent. The good news is that agricultural productivity in Africa increased at a moderate rate between 1961 and 2012, although there are variations in the rate of growth in land, labor, and total factor productivities depending on country and region. Differences in input use and capital intensities in agricultural production in the various farming systems and agricultural productivity zones also affect advancements in technology. One conclusion based on the book’s research findings derives from the substantial spatial variation in agricultural productivity. For areas with similar agricultural productivity growth trends and factors, what works well in one area can be used as the basis for formulating best-fit, location-specific agricultural policies, investments, and interventions in similar areas. This finding along with others will be of particular interest to policy- and decisionmakers.

Book excerpt: This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.
