The factors that have shaped the 1992 and 1999 CAP reforms are outlined, with the latter, in particular, demonstrating the budget's effect on CAP and CAP reforms. The internationalization of CAP with constraints being placed on it by the World Trade Organization is another important factor covered by the book. The 1999 reforms are measured against what may be allowed by the WTO and the demands of EU enlargement. Book excerpt: Accession of the Central and Eastern European Countries is one of the biggest political projects for the European Union. As in all previous enlargements the agricultural chapter proves to be one of the most sensitive fields of the negotiations. This book examines the effects of enlargement on agricultural markets and government expenditure in the candidate countries as well as possible effects of different choices in the politically sensitive areas of direct payments and production quotas. The ten candidate countries have quite diverse economic and agricultural characteristics. Membership in the European Union, therefore, leads to varying macroeconomic effects. Two chapters specifically deal with these aspects and their effects on agriculture as well as likely country-specific developments in Hungary and in Slovenia. The quantitative tools developed and used for this analysis have also been more widely used by governments and institutions in analyses of questions related to enlargement. The book describes and documents these quantitative tools. These include enlargement, new trade negotiations and the demand by European society for a safe, sustainable agri-food system, to name but a few. This report highlights the most pressing challenges to creating a sustainable CAP for the 21st century. It focuses on strategic policy options that are closely linked to the CAP system to be "hands on"; but the report refrains from becoming too specific on policy details, focusing instead on the important strategic questions. It offers six recommendations for good governance, that aim to remove bureaucratic constraints from the food industry, yet strengthen consistency and good practice.

The negotiations with the Candidate Countries entered in a new stage. Latest since the Council Meeting in Laeken the enlargement of the EU is conducted in an increasingly rational manner1. In February 2002 rumours indicated the difficulties, which the European Union faces after the enlargement. A prominent objective of the EU is the regional cohesion, the relative regional equality, thus can hardly be accomplished in its today’s structure after the accession of up to 12 countries. The reform of the EU Agricultural and Structural Policy is inevitably today. It will need much more efforts to do so after the enlargement of the European Union. However, the agenda for enlargement is set by the political elites, not by EU bureaucracy. Thus, the negotiations may be used for a certain kind of political blackmailing within the Community. Yet, the enlargement must not fail by financial disruption, since this could easily result in dissolution of all of the European experiment2. The EU Structural Policy has been so far a more or less efficient tool to bridge the unequally distribution of wealth in the Community. It thus provided for a sustainable development and a well-balanced social climate among the Member States and its Regions. Accordingly, aim of this paper shall be first to define the term of cohesion and identify means of structural policy. The EU generated a variety of tools to accomplish its objectives in regard of “raising of the standard of living and quality of life, and economic and social cohesion” 3. Accordingly, the second part of the paper shall be devoted to describe in a limited scope the actual mechanisms of EU Structural Policy. Finally, the approaching enlargement of the Community will provoke further inconveniences concerning the Agricultural and Structural Policy. Hence, the predictable implications of the enlargement will be discussed in the last part of this paper. [...]

Today, the European Union comprises 28 member states. The Common European Agriculture Policy (CAP) is one of the oldest policy areas of the EU and plays an important role in the EU budget. The functioning of the CAP is very complex and is regularly changed by new reforms. Although agriculture is only a small part of the economy today, it is still important to promote this sector. The CAP's main objectives are to increase productivity, secure supply and stabilise markets.

For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European ‘public goods’ such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO?
