Book excerpt: The Punjab--an area now divided between Pakistan and India--experienced significant economic growth under British rule from the second half of the nineteenth century. This expansion was founded on the construction of an extensive network of canals in the western parts of the province. The ensuing agricultural settlement transformed the previously barren area into one of the most important regions of commercial agriculture in South Asia. Nevertheless, Imran Ali argues that colonial strategy distorted the development of what came to be called the "bread basket" of the Indian subcontinent. This comprehensive survey of British rule in the Punjab demonstrates that colonial policy making led to many of the socio-economic and political problems currently plaguing Pakistan and Indian Punjab. Subordinating developmental goals to its political and military imperatives, the colonial state cooperated with the dominant social classes, the members of which became the major beneficiaries of agricultural colonization. Even while the rulers tried to use the vast resources of the Punjab to advance imperial purposes, they were themselves being used by their collaborators to advance implacable private interests. Such processes effectively retarded both nationalism and social change and resulted in the continued backwardness of the region even after the departure of the British. Originally published in 1988. The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

Do we know how to make this happen? Researchers and practitioners still debate how best to do so. The prevailing methodology, which claims causality from measures of statistical significance, is inductive and yields contradictory results. In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.

In retaliation, Sikh bodyguards assassinated Prime Minister Indira Gandhi. Now, Patwant Singh gives us the compelling story of the Sikhs -- their origins, traditions and beliefs, and more recent history. He shows how a movement based on tenets of compassion and humaneness transformed itself, of necessity, into a community that values bravery and military prowess as well as spirituality. The author examines how, through the centuries, the Sikh soldier became an exemplar of discipline and courage and explains how Sikhs -- now numbering nearly 20 million worldwide -- have come to be known for their commitment to education, their business acumen, and their enterprising spirit. Finally, Singh concludes that it would be a grave error to alienate an energetic and vital community like the Sikhs if modern India is to realize its full potential.
