Book excerpt: Ethiopia is currently embroiled in a large-scale civil war that has continued for more than a year. Using unique High-Frequency Phone Survey (HFPS) data, which spans several months before and after the outbreak of the war, this paper provides fresh evidence on the ex durante impacts of the conflict on the food security and livelihood activities of affected households. We use difference-in-differences estimation to compare trends in the outcomes of interest across affected and unaffected regions (households) and before and after the outbreak of the civil war. Seven months into the conflict, we find that the outbreak of the civil war increased the probability of moderate to severe food insecurity by 38 percentage points. Using the Armed Conflict Location and Event Data (ACLED) on households’ exposure to violent conflict, we show that exposure to one additional battle leads to 1 percentage point increase in the probability of moderate to severe food insecurity. The conflict has reduced households’ access to food through supply chain disruptions while also curtailing non-farm livelihood activities. Non-farm and wage related activities were the most affected by the conflict while farming activities were relatively more resilient. Similarly, economic activities in urban areas were much more affected than those in rural areas. These substantial impact estimates, which are likely to be underestimates of the true average effects on the population, constitute novel evidence on the near-real-time impacts of an on-going civil conflict, providing direct evidence on how violent conflict disrupts the functioning of market supply chains and livelihoods activities. Our work highlights the potential of HFPS to monitor active and large-scale conflicts, especially in contexts where conventional data sources are not immediately available.

Playing a vital role in dispensing credit in largely agricultural areas, they are also the weakest link in the formal credit delivery system. This book provides a valuable case study of the traditional banking system in this developing economy, exploring the reasons for the poor performance of credit cooperatives in India and suggesting measures to revitalise them. Although this sector has grown along with the micro-credit sector to provide finance for the poor and the less creditworthy borrowers, financing development still remains a major problem in the developing world. However, the financial health of credit cooperatives in India has been a matter of perennial concern. The author argues that cooperatives hold great promise for financial inclusion if the financial position of the cooperatives can be consolidated. Providing a detailed analysis of the historical evolution of cooperatives in India, the book establishes the link between different segments of this institutional system and their performance in a commercial sense to show that cooperatives occupy an important place in India’s financial edifice as they play a key role in the multi-agency framework for rural credit delivery. As such, the analysis provides a valuable reference for scholars of economics, Asian economics and finance.

They also provide a new accounting framework for measuring wealth stocks and flows. These conceptual frameworks are employed in case study chapters on measuring rural wealth and on rural wealth creation strategies. Rural Wealth Creation makes numerous contributions to research on sustainable rural development. Important distinctions are drawn to help guide wealth measurement, such as the difference between the wealth located within a region and the wealth owned by residents of a region, and privately owned versus publicly owned wealth. Case study chapters illustrate these distinctions and demonstrate how different forms of wealth can be measured. Several key hypotheses are proposed about the process of rural wealth creation, and these are investigated by case study chapters assessing common rural development strategies, such as promoting rural energy industries and amenity-based development. Based on these case studies, a typology of rural wealth creation strategies is proposed and an approach to mapping the potential of such strategies in different contexts is demonstrated. This book will be relevant to students, researchers, and policy makers looking at rural community development, sustainable economic development, and wealth measurement.
