Many studies have focused on either the high-income countries of the global North or the low-income countries of the global South. This separation suggests that the North has little to learn from the South, or that there is little shared commonality across the global dividing line. Fletcher and Kubik cross this political, economic, and ideological division by drawing together authors from 5 continents. They discuss the situation for women in agriculture in 13 countries worldwide, with two chapters that cover international contexts. The authors blur the boundaries between academic and organizational authors and their contributors include university-based researchers, gender experts, development consultants, and staff of agricultural research centers and international organizations (i.e., Oxfam, the United Nations World Food Program). The common thread connecting these diverse authors is an emphasis on practical and concrete solutions to address the challenges, such as lack of access to resources and infrastructure, lack of household decision-making power, and gender biases in policymaking and leadership, still faced by women in agriculture around the world. The agricultural sector’s declining competitiveness and sustainability as an industry in Japan are serious concerns, especially in combination with an aging labor force and decreasing farmland. To date, Japanese agricultural policies have largely concentrated on accumulating farmland and securing a sufficient agricultural labor force. However, from the perspectives of industrial and regional development, policies focusing on creating innovation, the driving force of economic development, have been recognized as being more effective. Moreover, there have been some recent developments concerning innovation and entrepreneurship in various regions of Japan. This book provides a wealth of significant findings from studies on successful cases involving e.g. agricultural clusters, agriculture–commerce–industry collaborations, networking, franchising, and corporate entry-induced innovation utilizing limited regional resources; and how they have contributed to the development of each region. The interrelationships between innovation, entrepreneurship, and human resource development are then clarified, and effective policies to promote Japanese agriculture and rural areas are suggested. In Entitled to Power, Katherine Jellison examines midwestern farm women's unexpected response to new labor-saving devices. Federal farm policy at mid-century treated farm women as consumers, not producers. New technologies, as promoted by agricultural extension agents and by home appliance manufacturers, were expected to create separate spheres of work in the field and in the house. These innovations, however, enabled women to work as operators of farm machinery or independently in the rural community. Jellison finds that many women preferred their productive roles on and off the farm to the domestic ideal emphasized by contemporary prescriptive literature. A variety of visual images of farm women from advertisements and agricultural publications serve to contrast the publicized view of these women with the roles that they chose for themselves. The letters, interviews, and memoirs assembled by Jellison reclaim the many contributions women made to modernizing farm life.

It finds that policy makers need to differentiate more sharply between different types of small farms than they did in the past, both in terms of their potential contributions towards achieving national economic growth, poverty alleviation, and food security goals, and the types of assistance they need. The book distinguishes between smallholders that are business oriented, subsistence oriented, and at various stages of transition to the non-farm economy, and discusses strategies appropriate for assisting each type. The book draws on a wealth of recent experience at IFAD and elsewhere to help identify best practice approaches.
