Book excerpt: It has long been surmised within the transit industry that transit ridership falls after a labor strike occurs, even after transit service has been completely restored. Transit ridership generally does not regain its pre-strike level until some, often considerable, time has passed. The purpose of this paper is to develop a simple theoretical framework within which such phenomena might be explained in terms of explicit travel behavior theory, and to test the theory using applied econometric models and suitable time-series and cross-sectional data for transit services oprated in Orange County, California between 1973 and 1989. Aplication of the model to Orange County data confirms that intertemporal variations in preference structures do seem to occur in the aftermath of incidents such as gasoline shortages and work stoppages.
