Book excerpt: THE ASSOCIATION FOR DIPLOMATIC STUDIES AND TRAINING (see ADST.org) has selected this memoir for inclusion in its "Memoirs and Occasional Papers" series. Lu Rudel describes his unique experiences with US foreign economic aid programs during some of the most dramatic international events since World War II. These include Iran after the fall of Mosaddegh (1956-1960); Turkey after the military coup of 1960 to the start of the Cuba Missile crisis; India after the death of Nehru (1965-1970); and Pakistan following the Soviet withdrawal from Afghanistan in 1988. Rudel's firsthand observations on Iran differ markedly from the description of events commonly espoused by some historians and journalists. He also provides a firsthand account of the political metamorphosis over the past half-century of the "Group of 77" nations as they attempted to employ the UN's economic development agencies to press for a "New International Economic Order." These experiences lead him to draw important lessons about the conduct and effectiveness of foreign aid. After retirement in 1980 he launched a second career, applying lessons learned from his work in international development to creation of a thousand-acre land development and resort in rural Appalachia. His experiences over the following thirty years as an entrepreneur track the relentless growth of government regulations and the disappearance of community support institutions such as local banks, now being replaced by mega-banks. Finally, he examines global trends of the past eighty years in four critical areas of change affecting our lives-population growth, science and technology, economic systems, and political structures-to draw some surprising conclusions and projections. Through an ethnographic study in postwar Angola, the book demonstrates how the industry’s internal social pressures guide development’s methods and goals, introducing the innovative concept of the development implementariat: those in-country workers, largely but not exclusively “local” staff members, charged with carrying out development’s policy prescriptions. The implementariat is central to the development endeavor but remains overlooked and under-supported as most of its work is deeply social, interactive, and relational, the kind of work that receives less recognition and support than it deserves at every echelon of the industry. If international development is to meet its larger purpose, it must first address its internal inequalities of work and professional class.

Book excerpt: The COVID-19 pandemic has made evident that the field of global health – its practices, norms, and failures – has the power to shape the lives of billions. Global health perspectives on the role of religion, however, are strikingly limited. Uncovering the points where religion and global health have connected across the twentieth century, focusing on Ghana, provides an opportunity to challenge narrow approaches. In Religion in Global Health and Development Benjamin Walker shows that the religious features of colonial state architecture were still operating by the turn of the twenty-first century. Walker surveys the establishment of colonial development projects in the twentieth century, with a focus on the period between 1940 and 1990. Crossing the colonial-postcolonial divide, analyzing local contexts in conjunction with the many layers of international organizations, and identifying surprisingly neglected streams of personnel and funding (particularly from Dutch and West German Catholics), this in-depth history offers new ways of conceptualizing global health. Patchworks of international humanitarian intervention, fragmented government services, local communities, and the actions of many foreign powers combined to create health services and the state in Ghana. Religion in Global Health and Development shows that religion and religious actors were critical to this process – socially, culturally, and politically.

Book excerpt: The central aim of this book is to define the approach of EU development policy regarding Africa since the end of the Cold War. It focuses on the impact of EU development policy on the domain of international development and the objective of the EU to become a prominent international actor. The book relies on Martha Finnemore’s Social Constructivist research. It concentrates on the dynamics maintained by the EU with the normative basis that characterises the structure and agents of international development, and assesses how it affected EU behaviour, as expressed through its development policy concerning Africa. By doing so, it exposes both the marked effect of EU development policy in the domain of international development, and the form of ‘paradise’ (model of development) the EU promoted in Africa. Therein, the volume largely confirms the identified agents as the source of the norms that define the structure of international development, and the EU as its derivative. It argues that EU development policy is currently a general projection of the normative structure of international development, specifically regarding the policy orientation of its identified agents. As a result, the book contends that the EU fell short of its efforts to export its form of ‘paradise’ to Africa since the end of the Cold War, as a corollary of its limitations to stand as a distinct and leading actor in the domain of international development.
