Book excerpt: The book addresses the problem of ageing infrastructure and how ageing can reduce the service life below expected levels. The rate of ageing is affected by the type of construction material, environmental exposure, function of the infrastructure, and loading: each of these factors is considered in the assessment of ageing. How do international design codes address ageing? Predictive models of ageing behaviour are available and the different types (empirical, deterministic, and probabilistic) are discussed in a whole-of-life context. Life cycle plans, initiated at the design stage, can ensure that the design life is met, while optimising the management of the asset: reducing life cycle costs and reducing the environmental footprint due to less maintenance/remediation interventions and fewer unplanned stoppages and delays. Health monitoring of infrastructure can be conducted via implanted probes (wired or wireless) or by non-destructive testing that can routinely measure the durability, loading, and exposure environments at key locations around the facility. Routine monitoring can trigger preventative maintenance that can extend the life of the infrastructure and minimise unplanned and reactive remediation, while also providing ongoing data that can be utilised towards more durable future construction. Future infrastructure will need to be safe and durable, financially and environmentally sustainable over the lifecycle, thereby raising socio-economic wellbeing. The book concludes by discussing the key impacting factors that will need to be addressed. The author brings a strong academic and industry background to present a resource for academics and practitioners wishing to address the ageing of built infrastructure.

Demographically the most important continent on the world, Asia's population, currently estimated to be 4.2 billion, is expected to increase to about 5.9 billion by 2050. Rapid declines in fertility, together with rising life expectancy, are altering the age structure of the population so that in 2050, for the first time in history, there will be roughly as many people in Asia over the age of 65 as under the age of 15. It is against this backdrop that the Division of Behavioral and Social Research at the U.S. National Institute on Aging (NIA) asked the National Research Council (NRC), through the Committee on Population, to undertake a project on advancing behavioral and social research on aging in Asia. Aging in Asia: Findings from New and Emerging Data Initiatives is a peer-reviewed collection of papers from China, India, Indonesia, Japan, and Thailand that were presented at two conferences organized in conjunction with the Chinese Academy of Sciences, Indian National Science Academy, Indonesian Academy of Sciences, and Science Council of Japan; the first conference was hosted by the Chinese Academy of Social Sciences in Beijing, and the second conference was hosted by the Indian National Science Academy in New Delhi. The papers in the volume highlight the contributions from new and emerging data initiatives in the region and cover subject areas such as economic growth, labor markets, and consumption; family roles and responsibilities; and labor markets and consumption.

These systems are taken for granted, but the implications of system breakdowns are staggering and directly impact our national competitiveness, having both immediate consequences and long lasting effects on the local, regional and national economies. Many of the infrastructure systems found in the United States have been in place far beyond their design lives. How does an organization manage these aging assets given constrained resources? This paper presents an innovative research and problem formulation method created as part of an effort by the United States Army Corps of Engineers' to develop an Asset Management Framework (AMF) to manage its aging civil infrastructure assets. This paper outlines the development of the framework using an intent-driven command and control approach, grounded by the input from dozens of practitioners, gathered through a series of interviews, surveys, and field studies. The paper describes mechanisms used to bring together economists, biologists, civil engineers, and others to create a robust AMF. The AMF will be illustrated showing transparent integration of preservation and risk mitigation initiatives, as well as budget and resource allocation processes supporting a lifecycle investment strategy for sustainability across the entire agency. The Framework's scope includes oversight of much of America's watersheds covering 1,000 coastal structures, 800 dams, 250 navigation locks, 75 hydropower plants and other assorted facilities. Lessons learned in developing this system are provided, along with its current status. The implications of this work to other industries and pubic sector agencies will be examined.

Federal and state lawmakers today often prefer to spend public dollars on high-profile convention centers and sports arenas, and anti-tax groups often fight tax hikes or utility-rate increases to pay for maintenance. But now lawmakers are debating whether aging infrastructure merits higher taxes or other measures, such as turning more highways into privately run toll roads.

The population of Germany, as in many other countries, has passed a plateau and is currently shrinking. Demographic change is a challenge for infrastructure planning due to the longevity of infrastructure capital and the need to match supply and demand in order to ensure cost-efficiency. This book summarises the findings of the INFRADEM project team, a multidisciplinary research group that worked together to estimate the effects of demographic change on infrastructure demand. Economists, engineers and geographers present studies from top-down and bottom-up perspectives, focusing on Germany and two selected regions: Hamburg and Mecklenburg-Western Pomerania. The contributors employed a broad range of methods, including an overlapping-generations model for Germany, regional input-output models, an energy systems model, and a spatial model of the transportation infrastructure.
