Book excerpt: NGO's (Non-Governmental Organizations) are possibly the most visible arm of policy and practice in development studies, and questions of improving their efficacy, in terms of operational efficiency, goal attainment, and assessing development impact, are paramount. This book illimunates the dangers of over-conceptualizing NGOs as representative actors of civil society, as well as the problems of ignoring questions of power, particularly in mobilizing knowledge for development outcomes. The author argues that the group of actors usually termed NGOs, operate within the forces of the development industry, generating troubling questions of power and accountability. Controversially, the book argues that: There is no single authoritative understanding of the term NGO. The historical perception of the 'non-governmental' has shifted, with contradictory meanings that make it arduous to establish a single understanding of the NGO. There is a certain understanding embedded within international aid agencies as well as professional schools, that NGOs are autonomous agents committed to international development, towards accepted public goods, in cooperation with state-level actors.

Book excerpt: The interaction between corporations and non-governmental organizations (NGOs) has become an important topic in the debate about corporate social responsibility (CSR). Yet, unlike the vast majority of academic work on this topic, this book explicitly focuses on clarifying the role of NGOs, not of corporations, in this context. Based on the notion of NGOs as political actors it argues that NGOs suffer from a multiple legitimacy deficit: they are representatives of civil society without being elected; the legitimacy of the claims they raise is often controversial; and there are often doubts regarding the legitimacy of the behaviour they exhibit in putting forward their claims. Set against an extended sphere of political action in the postnational constellation this book argues that the political model of deliberative democracy provides a meaningful conceptualization of NGOs as legitimate partners of corporations and it develops a conceptual framework that specifically allows distinguishing legitimate partner NGOs from two related actor types with whom they share certain characteristics but who differ with respect to their legitimacy. These related actor types are interest groups on the one hand and activists on the other hand. In conclusion it argues that a focus on the behaviour of NGOs is most meaningful for distinguishing them from interest groups and activists.

Book excerpt: NGOs (Non-Governmental Organizations) have emerged in both a development and aid capacity in Bangladesh, providing wide-reaching public services to the country’s population living in extreme poverty. However, resistance to and limitations of NGO-led development - which in conjunction with Bangladesh’s social transformation - led to a new religious-based NGO development practice. Looking at the role of Islamic NGOs in Bangladesh, the book investigates new forms of neoliberal governmentality supported by international donors. It discusses how this form of social regulation produces and reproduces subjectivities, particularly Muslim women subjectivity, and has combined religious and economic rationality, further complicating the boundaries and the relationship between Islam, modernity, and development. The book argues that both secular and Islamic NGOs target women in the name of empowerment but more importantly as the most reliable partners to meet their debt obligations of micro-financing schemes, including shari’a-based financing. The targeted women, in turn, experience Islamic NGOs as less coercive and more sensitive to their religious environment in the rural village community than are secular NGOs. Providing a comparative study of the role of religious and secular NGOs in the implementation of neoliberal policies and development strategies, this book will be a significant addition to research on South Asian Politics, Development Studies, Gender Studies, and Religion.
