As structural adjustment programs were imposed across Africa in the 1980s and 1990s, the international financial institutions and development agencies began giving money to NGOs for programs to minimize the more glaring inequalities perpetuated by their policies. As a result, NGOs have flourished--and played an unwitting role in consolidating the neoliberal hegemony in Africa. Shivji argues that if social policy is to be determined by citizens rather than the donors, African NGOs must become catalysts for change rather than the catechists of aid that they are today.

As a collection of knowledges born of and anchored in the experiences of marginalized peoples who actively resist capitalism, colonialism, and patriarchy, epistemologies of the South represent those forms of knowledge that are generally discredited, erased, and ignored by dominant cultures of the global North. Noting the declining efficacy of established social and political solutions to combat inequality and discrimination, Santos suggests that global justice can only come about through an epistemological shift that guarantees cognitive justice. Such a shift would create new, alternative strategies for political mobilization and activism and give oppressed social groups the means through which to represent the world as their own and in their own terms.

Nietzsche’s philosophical concept of the Will to Power is interpreted and expanded in this book to explain how a tyrant is produced and enabled, and how he performs his tyranny. Achille Mbembe’s novel concept of the African postcolony is mobilised to locate Zimbabwe under Mugabe as a domain of the madness of power. The book describes Mugabe’s development from a vulnerable youth who was intoxicated with delusions of divine commission to a monstrous tyrant of the postcolony who mistook himself for a political messiah. This account exposes how post-political euphoria about independence from colonialism and the heroism of one leader can easily lead to the degeneration of leadership. However, this book is as much about bad leadership as it is about bad followership. Away from Eurocentric stereotypes where tyranny is isolated to African despots, this book shows how Mugabe is part of an extended family of tyrants of the world. He fought settler colonialism but failed to avoid being infected by it, and eventually became a native coloniser to his own people. The book concludes that Zimbabwe faces not only a simple struggle for democracy and human rights, but a Himalayan struggle for liberation from genocidal native colonialism that endures even after Robert Mugabe’s dethronement and death.

Book excerpt: The current absence of any emancipatory vision for Africa lies at the heart of our political problems of racial capitalist and colonial oppression. Any attempt to rethink political emancipation on the African continent must be able to locate a universal conception of freedom within singular cultural experiences where people live. Irrespective of the specific manner in which such struggles for freedom were thought within different historical contexts, emancipatory politics always exhibited such a dialectic when it was based within popular traditions. Yet only some militant intellectual leaders understood the importance of this dialectic in thought. The present volume outlines and discusses two particularly important views concerning the role and importance of popular culture in emancipatory politics in Africa. Each is the product of distinct forms of colonial capitalist exploitation: the former saw the light of day within a colonial context while the latter is directly confronted by the neocolonial state. All emancipatory politics are developed in confrontation with state power, and all begin with a process of discussion and debate whereby a collective subject begins to be formed. The formation of such a collective political subject has been fundamentally informed by popular cultures on the African continent. The two authors whose essays are included here understood this and posit popular culture at the centre of their politics. The first, Amílcar Cabral, addresses the central role of popular culture in the independence struggle of Guinea Bissau in the 1970s; the second, Ernest Wamba-dia-Wamba, addresses the centrality of African popular culture in an emancipatory politics for the current Democratic Republic of Congo. Despite the distance in time that separates them, both Cabral and Wamba-dia-Wamba develop a dialectics at the core of their politics which activates the universals of culture in the present. It is this that makes their views of central importance to emancipatory thought today.
