Book excerpt: A theoretical examination of the concepts of the citizen, citizenship, and leadership, A Crisis of Leadership and the Role of Citizens in Black America: Leaders of the New School proposes to develop a prototype or model of effective Black leadership. Furthermore, it examines “citizenship habits” of the Black community based on their economic standing, educational attainment, participation in the criminal justice system, and health and family structure. It tracks data in these four categories from 1970 to today, measuring effective leadership by the improvement or decline in the majority of African Americans standing in these four categories. This book concludes that African Americans have negative perceptions of themselves as U.S. citizens, which thus produce “bad citizenship habits.” Additionally, ineffective Black leaders since the Civil Rights era have been unwilling to demonstrate the purpose and significance of service, particularly to the poor and disadvantaged members of the Black community. Contemporary Black leaders (post–Civil Rights Era) have focused primarily on self-promotion, careerism, and middle-class interests. A new type of leader is needed, one that stresses unity and reinforces commitment to the group as a whole by establishing new institutions that introduce community-building.

In 1932 in the midst of the Great Depression, Franklin Delano Roosevelt won the presidency with the help of key African American defectors from the Republican Party. At the time, most African Americans lived in poverty, denied citizenship rights and terrorized by white violence. As the New Deal began, a “black Brain Trust” joined the administration and began documenting and addressing the economic hardship and systemic inequalities African Americans faced. They became known as the Black Cabinet, but the environment they faced was reluctant, often hostile, to change. “Will the New Deal be a square deal for the Negro?” The black press wondered. The Black Cabinet set out to devise solutions to the widespread exclusion of black people from its programs, whether by inventing tools to measure discrimination or by calling attention to the administration’s failures. Led by Mary McLeod Bethune, an educator and friend of Eleanor Roosevelt, they were instrumental to Roosevelt’s continued success with black voters. Operating mostly behind the scenes, they helped push Roosevelt to sign an executive order that outlawed discrimination in the defense industry. They saw victories?jobs and collective agriculture programs that lifted many from poverty?and defeats?the bulldozing of black neighborhoods to build public housing reserved only for whites; Roosevelt’s refusal to get behind federal anti-lynching legislation. Book excerpt: Against the backdrop of increasing ambivalence in the federal government commitment to race-based employment policies, this book reveals how African-Americans first broke into professional and managerial jobs in corporations during the sixties and offers in-depth profiles of their subsequent career experiences.Two sets of interviews with the most successful Black executives in Chicago's major corporations are used to demonstrate how the creation of the Black business elite is connected to federal government pressures and black social unrest that characterized the civil Rights movement in the sixties.Black Corporate Executives presents, first hand, the dilemmas and contradictions that face this first wave of Black managers and reveals a subtle new employment discrimination. Corporations hired these executives in response to race-conscious political pressures and shifted them into "racialized" positions directing affirmative action programs or serving "special" markets of minority clients, customers, or urban affairs. Many executives became, as one man said, "the head Black in charge of Black people." These positions gave upper-middle-class lifestyles to those who held them but also siphoned these executives out of mainstream paths to corporate power typically leading through planning and production areas. As the political climate has become more conservative and the economy undergoes restructuring, these Black executives believe that the importance of recruiting Blacks has waned and that the jobs Blacks hold are vulnerable.Collins-Lowry's analysis challenges arguments that justify dismantling affirmative action. She argues that it is a myth to believe that Black occupational attainments are evidence that race no longer matters in the middle-class employment arena. On the contrary, Blacks' progress and well-being are tied to politics and employment practices that are sensitive to race. Author note: Sharon M. Available in PDF, EPUB and Kindle. Book excerpt: BETWEEN 1933 and 1942, nearly 200,000 young African-Americans participated in the Civilian Conservation Corps (CCC), one of Franklin D. Roosevelt's most successful New Deal agencies. In an effort to correct the lack of historical attention paid to the African-American contribution to the CCC, Olen Cole, Jr., examines their participation in the Corps as well as its impact on them. Though federal legislation establishing the CCC held that no bias of "race, color, or creed" was to be tolerated, Cole demonstrates that the very presence of African-Americans in the CCC, as well as the placement of the segregated CCC work camps in predominantly white California communities, became significant sources of controversy. Cole assesses community resistance to all-black camps, as well as the conditions of the state park camps, national forest camps, and national park camps where African-American work companies in California were stationed. He also evaluates the educational and recreational experiences of African-American CCC participants, their efforts to combat racism, and their contributions to the protection and maintenance of California's national forests and parks. Perhaps most important, Cole's use of oral histories gives voice to individual experiences: former Corps members discuss the benefits of employment, vocational training, and character development as well as their experiences of community reaction to all-black CCC camps. An important and much neglected chapter in American history, Cole's study should interest students of New Deal politics, state and national park history, and the African-American experience in the twentieth century.
