Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Media and Democracy in Africa is organized to provide a historical perspective on the evolution of the African media, placing the present in the context of the past, including both colonial and post-colonial experiences. It will be of interest to Africa area specialists, students of media and communications, political scientists and sociologists. In Remixing Reggaetón, Petra R. Rivera-Rideau shows how reggaetón musicians critique racial democracy's privileging of whiteness and concealment of racism by expressing identities that center blackness and African diasporic belonging. Stars such as Tego Calderón criticize the Puerto Rican mainstream's tendency to praise black culture but neglecting and marginalizing the island's black population, while Ivy Queen, the genre's most visible woman, disrupts the associations between whiteness and respectability that support official discourses of racial democracy. From censorship campaigns on the island that sought to devalue reggaetón, to its subsequent mass marketing to U.S. Latino listeners, Rivera-Rideau traces reggaetón's origins and its transformation from the music of San Juan's slums into a global pop phenomenon. Reggaetón, she demonstrates, provides a language to speak about the black presence in Puerto Rico and a way to build links between the island and the African diaspora.

In this context, protest is taken seriously as a form of political expression and the media's role is foregrounded as actively seeking out the voices of those on the margins of society. Book excerpt: As an ethnic minority the Nubians of Kenya are struggling for equal citizenship by asserting themselves as indigenous and autochthonous to Kibera, one of Nairobi’s most notorious slums. Having settled there after being brought by the British colonial authorities from Sudan as soldiers, this appears a peculiar claim to make. It is a claim that illuminates the hierarchical nature of Kenya’s ethnicised citizenship regime and the multi-faceted nature of citizenship itself. This book explores two kinds of citizenship deficits; those experienced by the Nubians in Kenya and, more centrally, those which represent the limits of citizenship theories. The author argues for an understanding of citizenship as made up of multiple component parts: status, rights and membership, which are often disaggregated through time, across geographic spaces and amongst different people. This departure from a unitary language of citizenship allows a novel analysis of the central role of ethnicity in the recognition of political membership and distribution of political goods in Kenya. Such an analysis generates important insights into the risks and possibilities of a relationship between ethnicity and democracy that is of broad, global relevance.

The populist insurgency on both sides of the Atlantic and in Europe has deep roots in decades of mismanagement of economic and cultural change and as a result there are large groups of people who feel they no longer belong to the societies they live in, the disinfranchised, the left behind. The appeal of the anti-liberal populists who have emerged is that they convince those who feel left behind that national leaders are no longer working in their interests hence the rhetoric of 'putting America first' and 'making America great again' or the Brexiteers claining that they are 'taking back control.' In undemocractic regimes elsewhere populists play on people's feelings of insecurity in an unpredictable and fast changing world, promising security and order in exchange for democratic freedom. Liberal openness has been put on the defensive so it is up to us, electorates, politicians and policy makers, to show how an open and liberal economic system can once again belong to everyone. In the second part of the book Martin Sandbu outlines four key areas of economic policy that he believes will address not just the symptoms but the underlying causes of the current inequality which has led to so many people, especially the young and the most vulnerable being left behind. These include productivity, regional development, improved access to business finance for SMEs, and increaed representation for workers. He makes a number of other recommendaitons regarding housing, education for all, universal basic income and taxation. He concludes by saying that while these proposals add up to a radical package in total they are necessary reforms to ensure a sense of belonging and without them we could be opening the door to a radicalism which is both illiberal and undemocratic"--
