But it will only happen if we have the political commitment -- at the country as well as at the international level -- to give priority to achieve this first in human history. And it will only happen if also those who cannot afford to pay school fees can benefit from a complete cycle of good quality primary education. Investment in good quality fee-free primary education should be a cornerstone in any government's poverty reduction strategy.

Against this background it is not surprising that the vast majority of African states will not meet the Millennium Development Goals. This book summarizes experiences to date on the extent and nature of decentralization and its outcomes - most of which suggest an underperformance of governance reforms - and explores the viability of different governance instruments in the context of weak governance and expanding commercial pressures over forests. Findings are grouped into two thematic areas: decentralization, livelihoods and sustainable forest management; and international trade, finance and forest sector governance reforms. The authors examine diverse forces shaping the forest sector, including the theory and practice of decentralization, usurpation of authority, corruption and illegality, inequitable patterns of benefits capture and expansion of international trade in timber and carbon credits, and discuss related outcomes on livelihoods, forest condition and equity. The book builds on earlier volumes exploring different dimensions of decentralization and perspectives from other world regions, and distills dimensions of forest governance that are both unique to Africa and representative of broader global patterns. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? In this richly detailed study of a decade’s worth of research (2001–2010) on Argentine, Brazilian, and Uruguayan peacekeeping participation, Sotomayor draws upon international socialization theory and civil-military relations to understand how peacekeeping efforts impact participating armed forces. He asks three questions: Does peacekeeping reform military organizations? Can peacekeeping socialize soldiers to become more liberalized and civilianized? Does peacekeeping improve defense and foreign policy integration? His evaluation of the three countries’ involvement in the UN Stabilization Mission in Haiti reinforces his final analysis—that successful democratic transitions must include a military organization open to change and a civilian leadership that exercises its oversight responsibilities. The Myth of the Democratic Peacekeeper contributes to international relations theory and to substantive issues in civil-military relations and comparative politics. Book excerpt: This book critically examines the response of the United Nations (UN) to the problem of sexual exploitation in UN Peace Support Operations. It assesses the Secretary-General’s Bulletin on Special Protection from Sexual Exploitation and Sexual Abuse (2003) (SGB) and its definition of sexual exploitation, which includes sexual relationships and prostitution. With reference to people affected by the policy (using the example of Bosnian women and UN peacekeepers), and taking account of both radical and ‘sex positive’ feminist perspectives, the book finds that the inclusion of consensual sexual relationships and prostitution in the definition of sexual exploitation is not tenable. The book argues that the SGB is overprotective, relies on negative gender and imperial stereotypes, and is out of step with international human rights norms and gender equality. It concludes that the SGB must be revised in consultation with those affected by it, namely local women and peacekeepers, and must fully respect their human rights and freedoms, particularly the right to privacy and sexuality rights.
