Thirteen analytical chapters written by scholars and practitioners with expertise in the various areas covered by the eight MDGs are organized around the larger themes of political economy, structural issues, sustainable goals, and human development goals. They critically assess the progress that Africa has made towards the achievement of the MDGs, discuss how to accelerate that progress, and offer alternatives and recommendations in support of institutions in Africa that are engaged in promoting the achievement of sustainable development. Throughout, they examine the role of various actors (including the African Union; Africa’s regional economic communities, the United Nations, the European Union, etc.), civil society, and other external development partners in light of their contributions, shortfalls, and viable options in shaping the continent’s development agenda. Together they provide a unique assessment from experts on the ground of whether the goals were a success and what remains to be done to achieve sustainable economic and human development in Africa.

Although Canada is recognized for its activism where Africa is concerned, critics have long noted the contradictions that underlie Canadian involvement. Focusing on the period following 2000, and by juxtaposing Jean Chrétien’s G8 activism with the Harper government’s retreat from continental engagement, David R. Black’s Canada and Africa in the New Millennium illustrates a history of consistent inconsistency in Canada’s relationship with Africa. Black combines three interpretive frames to account for this record: the tradition of “good international citizenship”; Canada’s role as a benign face of Western hegemonic interests in Africa; and Africa’s role as the basis for a longstanding narrative concerning Canada’s ethical mission in the world. To examine Africa’s place in Canada’s foreign policy—and Canada’s place in Africa—Black focuses on G8 diplomacy, foreign aid, security assistance through peace operations and training, and the increasingly controversial impact of Canadian extractive companies. Offering an integrated account of Canada’s role in sub-Saharan Africa, Black provides a way of understanding the nature and resilience of recent shifts in Canadian policy. Going back to the ancient Christian biblical times up to the present epoch as well as across varying spatial settings, in situations of trouble and tribulations, parts of various communities have resorted to beggary to either overcome immediate adversities or longer term calamities. Drawing on insights from two polar theoretical lenses of Social Constructionism and Social Deconstructionism, and guided by a pithy study of the begging across the African continent especially by Zimbabweans, this book troubles the various contours related to the subject of begging. Inter alia, the book considers the concept of begging, the causes of the prevalence of begging across the world and particularly among Zimbabweans, the challenges and benefits associated with the pursuit of alms, the impact of begging in foreign lands as well as some of the strategies that beggars employ to maximize their collections and/ or profits. What can be discerned from the book is that for many, begging is one of the last resort undertakings with low pickings. However, from a utilitarian perspective, begging has helped to sustain the impoverished livelihoods of Zimbabweans, both inside and outside the borders of the country since the advent of a debilitating crisis experienced from the turn of the new millennium. On the whole, this book seeks to provoke further researches on an important socio-economic area that affects many African communities but has so far been scantily researched. The book is handy for students and practitioners in economic history, African studies, economics, risk and disaster management, social anthropology, political science, and development studies.

Book excerpt: As of the end of 2015, there were 40.8 civilians who had been internally displaced by conflicts and effects of natural disasters in various parts of the world. Internally displaced persons (IDPs) are currently the largest group of persons receiving assistance from some of the main international humanitarian organisations. With the largest concentration of internally displaced persons (IDPs), the African continent has been the worst affected region. While previously IDPs have largely been neglected under international law, the first-ever continental binding treaty on internal displacement, the African Union Convention on the Protection of and Assistance to Internally Displaced Persons (the Kampala Convention), entered into force on 6 December 2012. As of January 2016, 25 states have ratified the instrument while 40 states have become signatories. This book significantly contributes to the study, policy making and practice on managing internal displacement by presenting the first major systematic examination of the evolution, elements and implementation of the Kampala Convention. It explores the responsibility of the state for the protection of IDPs particularly those who are most vulnerable during armed conflicts, internal strife, natural disasters, human rights violations and other circumstances. The status of ratification of the Convention is reviewed as well as the steps currently being undertaken by governments to implement the Convention. It also analyses the contribution by human rights mechanisms, inter-governmental bodies and UN peace-keeping missions in the implementation of the Convention. The book casts the Kampala Convention in broader institutional and normative developments in Africa and beyond. It demonstrates how concepts such as ‘responsibility to protect’ and ‘sovereignty as responsibility’ have begun to make inroads; influencing some of the more progressive instruments adopted by the African Union. It also sheds light on the relationship between the Convention and some regional instruments. In assessing the effectiveness of the Kampala Convention Allehone Abebe argues that the link between the Convention and initiatives on development, human rights and governance in Africa should be fully fostered.

Following from volume one Southern African Development Community Land Issues, this book considers the possibility of a new, sustainable land relations policy for Southern African Development Community States (SADC) that are currently mired up in land disputes that have become subject of domestic, regional and international tribunals. Chigara demonstrates that land relations in the SADC have always been, and will perhaps remain, a matter for constitutional regulation. Because constitutional laws are distinctive from other laws only by constitutional design, legal contests appear to be the least likely means for settlement in the sub-region. Only human rights inspired policies, that respond to the call for social justice by acknowledging both the current and the underlying contexts to the disputes, hold the most potential to resolve these disputes. The book recommends efficient pedagogical counter-apartheid-rule psychological distortions regarding the significance of human dignity (PECAPDISH) as a pre-requisite and corollary to the dismantling of the salient physical legacy of apartheid-rule in affected SADC States. The book shows that PECAPDISH’s potential and benefits would be enormous. The book will be of interest to students and researchers of Property and Conveyancing Law, Human Rights Law, and Land Law.
