After recounting the actions of Libya and the United States in the Middle East since 1969, ElWahrfally concludes that it was very far from accurate.Using personal interviews as well as scholarly research, ElWarfally demonstrates that recent U.S. relations with Libya, regardless of rhetoric, have been primarily determined by whether or not Libya serves U.S. interests in the region: maintaining access to Middle Eastern oil, protecting Israel, and limiting Soviet expansionism. Just as the official image of Libya has veered from one extreme to another, U.S. policy responses have also often conflicted with the publicly stated view.The Nixon administration was at first friendly toward Libya, even though Qaddafi ejected the U.S. military and nationalized the oil industry, because of Libya's avowed anticommunism and U.S. dependence on Libyan oil. After 1976, the official U.S. image was more hostile, and Libya was attacked as a destabilizing influence in the Middle East. Outrage reached new heights during the Reagan administration, which made several unsuccessful covert attempts to unseat Qaddafi, mounted an embargo and military provocations, and in 1986 bombed Libya on a pretext later revealed to be false. Combining theory with current history, this book demonstrates that fixed ideas and misinterpretation of events may have more to do with foreign policy behavior than facts do. Suggesting a new direction for research into relations between the superpowers and the Third World, it will interest scholars, students, and policymakers concerned with the Middle East.

Book excerpt: The political and spiritual affinity felt by black peoples may date back centuries, but it was first formalized in Africa by a series of conferences at the beginning of the twentieth century. In the postwar struggle for independence, Africanness became a potent force. Later, in the early 1960s, the flood of newly independent African states adopted a Pan-African ideal in their common struggle against the remaining colonial and white-dominated territories on the continent. The launch of the Organization of African Unity (OAU) in 1963 was an impressive achievement by any standards, and many commentators cited in this bibliography recognize this, adding that the OAU's survival for thirty years is even more astonishing. Overall, however, assessments of the OAU's activities have not been positive. Lack of unanimity among member-states has weakened the OAU's ability to deal with disputes. While critical of OAU's ineffectiveness, most writers marvel at the organization's resilience over three decades. While Central and Eastern Europe fragment, Africa is still represented by one organization, with annual meetings continuing to be held and attended by foreign ministers, prime ministers, and presidents. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign responsibility.
