Book excerpt: This book examines the evolution, impact, and future prospects of the Security Sector Reform (SSR) model in conflict-affected countries in the context of the wider debate over the liberal peace project. Since its emergence as a concept in the late 1990s, SSR has represented a paradigm shift in security assistance, from the realist, regime-centric, train-and-equip approach of the Cold War to a new liberal, holistic and people-centred model. The rapid rise of this model, however, belied its rather meagre impact on the ground. This book critically examines the concept and its record of achievement over the past two decades, putting it into the broader context of peace-building and state-building theory and practice. It focuses attention on the most common, celebrated and complex setting for SSR, conflict-affected environments, and comparatively examines the application and impacts of donor-supported SSR programing in a series of conflict-affected countries over the past two decades, including Afghanistan, Sierra Leone, the Democratic Republic of Congo, East Timor and Bosnia-Herzegovina. The broader aim of the book is to better understand how the contemporary SSR model has coalesced over the past two decades and become mainstreamed in international development and security policy and practice. This provides a solid foundation to investigate the reasons for the poor performance of the model and to assess its prospects for the future. This book will be of much interest to students of international security, peacebuilding, statebuilding, development studies and IR in general.

In particular, the report analyzes security sector assistance (SSA) programs to create, train and advise the Afghan National Defense and Security Forces (ANDSF) between 2002 and 2016. This publication concludes that the effort to train the ANDSF needs to continue, and provides recommendations for the SSA programs to be improved, based on lessons learned from careful analysis of real reconstruction situations in Afghanistan. The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. It is the hope of the Special Inspector General for Afghanistan Reconstruction (SIGAR), John F. Sopko, that this publication, and other SIGAR reports will create a body of work that can help provide reasonable solutions to help United States agencies and military forces improve reconstruction efforts in Afghanistan. This comprehensive book offers a theoretically founded and thoroughly documented analysis of European security, with a special emphasis on the role played by the United Nations and the various regional and sub-regional organisations, especially the North Atlantic Treaty Organisation, the Organisation for Security and Cooperation in Europe, the Council of Europe and the European Union. When it comes to explaining peace in Europe opinions differ widely. Some argue that it was only because the West refused to give in to Soviet threats that the latter eventually gave up; or that the 'long peace' in Europe was due to the combination of a bipolar alliance structure, pitting the North Atlantic Treaty Organisation (NATO) against the Warsaw Pact, with the presence of nuclear weapons on both sides. Others point instead to the extraordinarily dense network of international institutions and organisations in Europe, offering a wide panoply of fora in which to handle disputes peacefully; or to the web of interdependence in economic and other affairs, tying together all states in Europe in relations which militate strongly against war. Still others believe that the external peace between the states in Europe is simply a reflection of a convergence of cultures, democracies with marked economies that are open towards the world market. These questions are the focal point of this book, which concentrates on security, albeit not in the sense of being a treatise on military matters, but security obtainable by much more indirect and non-military means. It will be required reading for all students and scholars of European security and the organisations which underpin it.

Raising new armies is always problematic, especially during an insurgency, but doing so outside the sovereignty of one's own state raises questions of legality, concerns about their conduct and the risk of an over-empowered local military. The recruitment of proxies, including former insurgents, or the arming of local fighters and auxiliaries, levies and militias, may also exacerbate an internal security situation. In seeking answers to this conundrum Robert Johnson turns to history. His book sets out how recruitment of local auxiliaries was an essential component of European colonialism, and how, in the transfer of power and security at the end of that colonial era, the raising of local forces using existing Western models became the norm. He then offers a comprehensive survey of the post-colonial legacy, particularly the recent utilization of surrogates and auxiliaries, the work of embedded training teams, and mentoring.
