Human Rights Watch interviewed many refugees, including members of various ethnic groups, and women and girls, who fear continuing human rights abuses inside Afghanistan. The decades long Afghan refugee emergency did not end with the fall of the Taliban. There remain three and a half million refugees in Pakistan and Iran, the vast majority of whom arrived before the current armed conflict. Although one hundred forty thousand Afghans went home from Pakistan and Iran in the past six weeks, fifty thousand new refugees fled Afghanistan to Pakistan during the same time period. Refugees interviewed by Human Rights Watch in Pakistan described the human toll caused by that government's treatment of the refugee population: With borders closed, most refugees had to resort to dangerous and unofficial routes into Pakistan. Refugees were beaten at unofficial checkpoints when they could not afford to pay extortionate bribes. At official crossing points, families were beaten back, or languished in squalor without food, water or latrines-hoping to be let in. Once inside Pakistan, refugees were harassed and imprisoned because they lacked identity documents. They also endured beatings by Pakistani police when queuing for food in camps."--Publisher website.

Book excerpt: This study is the second part of a report on the conditions of Afghan refugees in Pakistan after the emergency relief phase. Its goal is to find answers to four questions concerning the refugee situation in the two sample frontier villages of Barawal and Orakzai: a) where do refugees obtain their food and income; b) what social and economic links do they have with the community; c) does the provision of free food and relief deter refugees from engaging in productive economic activities; and d) what are the best ways of identifying and assisting vulnerable groups? The report is divided into seven sections: Introduction; The Refugee Intake and Food Distribution Experience; The Refugee Communities; Refugee Interaction with Local People; Summary Findings; Conclusions; and Photographic Documentation. The following recommendations conclude the report: 1) refugee-initiated income-generating projects which are appropriate to Pakistan's development policies should receive international and local support; 2) newly-arrived refugees should be given a hundred per cent relief while aid to those settled for more than two years should be phased out by gradual monthly reductions; 3) careful monitoring of the phasing out process must ensure that, at each step, refugee income is adequate; and 4) refugees should be well-informed about reasons for, and the modalities of, the phasing out with a trial period at the outset.

This report assesses the food situation and related aspects in the refugee settlements, with particular reference to the sources of food, links between the refugees and local communities, the division of labour between male and female refugees, income-generating projects, and vulnerable groups. The report is divided into four main sections: 1) background (history, former lifestyles and the situation in Pakistan); 2) general conditions in the refugee villages (including village organization); 3) the food situation in the villages; and 4) related social aspects (social organization, relations with aid administrators and with local communities). The author concludes that there is a vulnerable group (10-15%) which does not receive adequate food supplies. She found that the refugee women tended to suffer from depression and that tensions were increasing between the refugees and local communities. Her recommendations include: a) improved management and monitoring of the food distribution system; b) introduction of income-generating projects; c) search for alternative forms of energy; and d) more careful needs assessment of both food and non-food items.

Book excerpt: The principal objective of this study is to document the history of the inception, development and conclusion of the Salvation Army Afghan Refugee Assistance Project in Pakistan and, from this, to produce a manual of guidance for similar situations which could be used by development and aid workers in general and the Salvation Army in particular. The first part of the study provides a general overview of the Salvation Army's response to the Afghan refugee population. It is divided into the inception, development and conclusion of the Salvation Army's efforts. Information is provided on several projects, especially the basic medical programme. A vocational training programme is also described as well as projects in income-generating and management services. The first part concludes with the planned withdrawal of the Salvation Army and the transfer of the total project to the people for whom it had been developed. The second part is a manual of guidance providing specific programme plans to address specifically identified needs within the refugee population. Part II follows the progression outlined in Part I with the inclusion of a section on the creation of an Afghan non-governmental organization. The appendix includes copies of official documents relative to the conclusion and transfer of the Project and various reporting forms.
