Book excerpt: The Afghan Question from 1841 to 1878 consists of five chapters extracted and reprinted from a larger work, The Eastern Question, also published in 1879. The author, George Douglas Campbell, eighth duke of Argyll (1823-1900), was secretary of state for India in the first government of Liberal Prime Minister William Gladstone (1868-74). Argyll believed that the security of India did not require territorial expansion into Persia or the northwest, and he was critical of British politicians and officials who in his view worried excessively about Russian advances in Central Asia. He became a fierce critic of British policy toward India and Afghanistan under the Conservative government of Prime Minister Benjamin Disraeli, Earl of Beaconsfield, and of British policies leading up to and in the conduct of the Second Anglo-Afghan War (1878-80). In the preface to the book Argyll writes: "We have yet to see the final results of the Afghan war. We have indeed hunted our victim, Shere Ali, to the death. We have overrun, with the most perfect ease, a great portion of his country. But our 'scientific frontier' is not yet defined. The wild tribes of Afghanistan have not yet been reconciled to our dominion. The cost and waste of our operations are enormous." Argyll was one of the two largest landowners in Scotland, possessing estates comprising more than 175,000 acres (70,000 hectares), and the head of clan Campbell. His interests included politics, science (especially ornithology and geology), and the improvement of education and agriculture in Scotland.

In his work entitled "Reminiscences of a Bengal Civilian," Mr. William Edwards, then AssistantSecretary to the Government of India in the Foreign Department, describes the departure of Amir Dost Mahammad, on the termination of the Afghan war in 1841, to resume his position as ruler of Kabul. "Just before parting," he writes, "the Amir, addressing the Governor-General in Persian, observed: -- I have seen a great deal of your Government since I came to India. Your forts, your arsenals, your ships, all are admirable. I have been down to Calcutta, and havo been astonished with your wealth, your palaces, your marts, and your mint; but to me the most wonderful thing of all is, that so wise and wealthy a nation could have ever entertained the project of occupying such a country as Kabul, where there is nothing but rocks and stones.'" It will be my task to explain, in the pages which follow, the reasons which in past ages have invested, and which in the present hour particularly invest this country of rocks and stones with an importance far beyond its territorial value--an importance so vast that, in the opinion of many, the safety of India depends upon the predominance of British influence in the lands immediately beyond the British frontier. It investigates how British political leaders, journalists and the general public responded to events in the Ottoman Empire, which many, if not most, people in Britain came to see as trudging towards inevitable chaos and destruction. Although this ‘Eastern Question’ on a post-Ottoman future was ostensibly a matter of international politics and sometimes conflict, this study argues that the ideas underpinning it were conceived, shaped, and enforced according to domestic British attitudes. In this way, this book presents the Eastern Question as as much a British question as one related in any way to the Ottoman Empire. Particularly in the crucial decade of the 1870s, debates in Victorian society on the Eastern Question served as proxies for other pressing issues of the day, including electoral reform, changing religious attitudes, public education, and the costs of maintaining Britain’s empire. This book offers new perspectives on the Eastern Question’s relationship to these trends in Victorian society, culture, and politics, highlighting its significance in understanding Britain’s imperial programme more widely in the second half of the nineteenth century.
