Book excerpt: Most test plans fall within the categories of management test plans and detailed test plans. Management plans for major programs are normally called System Test Plans and contain flight test management concepts and general (as opposed to detailed) test plans that only identify the types of tests to be accomplished. Test Information Sheets (TISs) are actually appendices to test plans and contain sufficient information for use by a flight test engineer to develop flight test cards and for management to discern the overall technical approach being taken. Therefore, TISs are frequently the key documents that describe the specific tests to be accomplished and how they will be accomplished. In order to ensure proper and adequate preparation and planning, a thorough technical review is required of all Test Plans and associated TISs. A major revision to an existing plan must also be reviewed. In addition, a safety review of all TISs is required to identify potential hazards and determine minimizing procedures in accordance with AFFTCI 91-5 for all tests utilizing AFFTC assets. Both technical and safety reviews must be completed before testing begins.

A joint effort of the United States and Germany, the X-31 was the only X-plane to be designed, manufactured, and flight tested as an international collaboration. It was also the only X-plane to support two separate test programs conducted years apart, one administered largely by NASA and the other by the U.S. Navy, as well as the first X-plane ever to perform at the Paris Air Show. Flying Beyond the Stall begins by describing the government agencies and private-sector industries involved in the X-31 program, the genesis of the supermaneuverability concept and its initial design breakthroughs, design and fabrication of two test airframes, preparation for the X-31's first flight, and the first flights of Ship #1 and Ship #2. Subsequent chapters discuss envelope expansion, handling qualities (especially at high angles of attack), and flight with vectored thrust. The book then turns to the program's move to NASA's Dryden Flight Research Center and actual flight test data. Thanks to congressional supporters like Earl Hutto of Florida and Dan Daniel of Virginia funds for aircraft upgrades and military construction projects materialized to meet the ever-increasing threat to our nation. Under the leadership of such committed hard-driven officers as Brenci Uttaro Ferkes Meller and Thigpen the crew force became the most disciplined in our Air Force. It was capable of penetrating hostile airspace at night in a low-level mountainous environment covertly to execute any number of unconventional warfare missions.
