Between 1978 and 2001, however, Venezuela’s economy went sharply in reverse, with non-oil GDP declining by almost 19 percent and oil GDP by an astonishing 65 percent. What accounts for this drastic turnabout? Following the centenary of the International Union of Pure and Applied Physics, this volume features contributions from leading science historians from around the world on the changing roles of the institution in international affairs from its foundation in 1922 to the present. The case studies presented in this volume show the multitude of functions that IUPAP had and how these were related to the changing international political contexts. The book is divided into three parts. The first discusses the interwar period demonstrating how the exclusion of communities of the Central Powers from international scientific institutions imposed by victorious allied countries made IUPAP ineffective until the end of World War II. The second part analyzes the changing roles assumed by IUPAP starting from its complete renovation after World War II. Case studies covering the role of IUPAP in physics education, in metrology, in joint commissions with other unions and in defining the complex relations between pure and applied physics provide examples of IUPAP's impact on the world of science. Part III squarely addresses the science diplomacy aspects of IUPAP during the Cold War highlighting the importance of IUPAP in furthering diplomatic goals and explaining the origin of the pursuit of the free circulation of scientists as the activity that characterized the main function of international unions during the Cold War. Highlighting how often scientific agendas and political imperatives were entangled in the activities of IUPAP, the book analyzes the work of the Union as exercises of science diplomacy, thus contributing to the current debate on the use of science and technology in international relations.

The impact was generally less severe and shorter lived than in previous episodes, the balance of payments adjustment was orderly, and the stability of the financial system was not compromised. This resilience can be attributed to a large extent to the strengthening of the fiscal frameworks, monetary management, and financial reforms conducted in the years preceding the global crisis. Nevertheless, the region faces considerable challenges for the period ahead, including the need to raise medium term growth above historical levels and protect macroeconomic and financial stability. This book argues that meeting these challenges will have to come from within, in light of the anticipated modest demand growth from trade partners. Raising growth in the region will depend on the adoption of structural reforms that generate substantial productivity gains. Rebuilding fiscal space and securing debt sustainability will hinge on efforts to increase tax revenue and reorienting spending to social and investment priorities. In the non-officially dollarized economies, it will also be essential to strengthen the monetary policy frameworks to keep inflation low and increase exchange rate flexibility, and improve financial regulation and supervision.

In Hemispheric Alliances, Andrew J. Kirkendall examines the strengths and weaknesses of new models for U.S.–Latin American relations created by liberal Democrats who came to the fore during the Kennedy administration and retained significant influence until the Reagan era. Rather than exerting ironfisted power in Latin America, liberal Democrats urged Washington to be a moral rather than a militaristic leader in hemispheric affairs. Decolonization, President Eisenhower's missteps in Latin America, and the Cuban Revolution all played key roles in the Kennedy administration's Alliance for Progress, which liberal Democrats hailed as a new cornerstone for U.S.–Latin American foreign policy. During the Vietnam War era, liberal Democrats began to incorporate human rights more centrally into their agendas, using Latin America as the primary arena for these policies. During the long period of military dictatorship in much of Latin America and the Caribbean, liberal Democrats would see their policies dissolved by the Nixon, Reagan, and Bush administrations who favored militant containment of both communism and absolutism.
