Book excerpt: Last October, the Reagan Administration announced a plan to update U.S. strategic nuclear forces. A centerpiece of that program was a commitment to build two new strategic bombers over the next decade. The first, a modified form of the B-l bomber (which had been cancelled by President Carter in 1977) would be fielded in 1986. The second, a new advanced technology bomber (ATB) incorporating "stealth" technologies, would be deployed in the early 1990s. The current fleet of B-52s now being converted to carry cruise missiles will eventually be retired or retained as standoff cruise missile carriers as the new bombers enter service. Much public debate has focused on the bombers. As important as the bombers themselves, however, is the large fleet of tanker aircraft used to refuel bombers in flight. Bombers could not execute their missions without using tankers to extend their ranges. The bomber modernization program, and especially the plans to retire a major portion of B-52s, have tremendous implications for current tanker resources. Tankers also now figure prominently in conventional nonnuclear war plans, and they could prove indispensible, for instance, in projecting the Rapid Deployment Force (RDF) to distant theaters of operation. The need for substantial tanker capacity emerged especially clearly during the Arab-Israeli war in 1973, when U.S. airlift missions in support of Israel were nearly halted for the lack of mid-course refueling. These two sets of developments planned bomber development and the need not to rely on ground refueling have led to efforts to expand U.S. tanker resources.

Aerial refueling-the transfer of fuel from airborne tankers to combat and airlift forces-is critical to the U.S. military's ability to effectively operate globally. The Air Force initiated the KC-46 program to replace about a third of its aging KC-135 aerial refueling fleet. Boeing was awarded a fixed price incentive contract to develop the first four aircraft, which are being used for testing. Among other things, Boeing is contractually required to deliver a total of 18 aircraft and 9 wing air refueling pod sets by August 2017. This is defined as required assets available. The program plans to eventually field 179 aircraft in total. The National Defense Authorization Act for Fiscal Year 2012 included a provision for GAO to review the KC-46 program annually through 2017. This is GAO's sixth report on this issue. It addresses (1) progress made in 2016 toward achieving cost, performance, and schedule goals and (2) development risk remaining. GAO analyzed key cost, schedule, development, test, and manufacturing documents and discussed results with officials from the KC-46 program office, other defense offices, the Federal Aviation Administration, and Boeing.

GAO analyzed cost, schedule, development, and test information contained in program documents; and discussed results with officials from the KC-46 program office, other defense offices, the Federal Aviation Administration (responsible for certifying the design of the KC-46), and Boeing. GAO believes the Department of Defense should implement a prior recommendation to document lessons learned given the program’s challenges.

Book excerpt: The Air Force has for several years been pursuing programs to modernize and expand the capacity of its aging fleet of aerial tankers, aircraft that support combat bombers and fighters designated for both strategic and conventional missions. While the number and diversity of missions the tanker fleet might support are growing, budgetary pressures have already slowed the progress of modernization efforts. This study, undertaken at the request of the U.S. House of Representatives Committee on Appropriations, Subcommittee on Defense, examines the outlook for continued tanker modernization and improvement. While defense planning has come increasingly to rely on aerial refueling, the tanker fleet itself has diminished in size, from more than 800 aircraft over two decades ago to about 640 today. Furthermore, most of the aircraft in the present fleet are more than 20 years old and suffer from technological obsolescence. Awareness of these problems prompted Congressional action as early as 1979. Efforts to upgrade the tanker fleet are now under way and include the following approaches: (1) Modernizing existing KC-135As by replacing their aging J-57 engines with new CFM-56 engines, to produce KC-135R tankers; (2) Similar modernization of KC-135As, but with refurbished JT-3D engines salvaged from disused commercial planes, to produce KC-135E tankers (the source of JT-3D engines is commercially owned Boeing 707s, which are now being phased out because of new limits on air and noise pollution); and (3) Augmenting the fleet's capacity by procuring new KC-10 tanker/cargo aircraft. The continuing emphasis of the Administration's program for the tanker fleet has been on the first of these approaches. The second approach, mandated by the Congress, has been directed toward tankers in the Reserve forces. For the most part, KC-10s have been procured to expand capacity in the airlift fleet. This report compares these options in terms of capabilities and cost.

Book excerpt: The Department of Defense (DOD) has continuing efforts to modernize its airlift and tanker fleets by investing billions of dollars to modify legacy airlift systems, such as the C-5 and C-130, and procure new aircraft, such as a tanker replacement. Acquisition has been on GAO's list as a high risk area since 1990. Past GAO reports, including two recently issued, raise concerns about the quality of analyses underpinning the programmatic decision-making surrounding DOD's airlift requirements. GAO has reported that elements contributing to a sound business case for an acquisition are missing or incomplete as DOD and the services attempt to acquire new capabilities. Those elements include firm requirements, mature technologies, a knowledge-based acquisition strategy, a realistic cost estimate, and sufficient funding. Acquisition problems that include failure to limit cost growth, schedule delays, and quantity reductions persist, but fiscal realities will not allow budgets to accommodate these problems any longer. This testimony addresses (1) the analyses supporting the Department of Defense's (DOD) mobility capabilities and requirements and (2) actions that are needed to improve the outcomes of weapon system acquisitions.
