Historically, the United States' record on partnering in conflicts has been mixed. The Department of Defense has made significant investments in building partner capacity in the last two decades. Training, education, and organization focus on partnering at the tactical and operational levels and have improved significantly from their near-zero status prior to the Global War on Terror. Even so, a key element to foreign force advising remains unexplored. Are U.S. military advisors serving overseas simply to provide their best military advice to the host nation, or are they to actually command those foreign forces, either directly or indirectly, in order to achieve the strategic aims of the United States? This subject can be expanded to ask further questions such as: are there some instances where command is warranted? does the nature of the conflict or the capacity and capabilities of host nation forces influence the decision between the two? are there trade-offs to be made between commanding and advising and if so what are they? By examining the experience of General Joseph Stilwell, US Army, who served as the senior military advisor to China during WWII, this paper suggests four factors which military advisors should carefully consider when confronted with the dilemma of commanding or advising host nation forces. These four factors are the host nation's leadership, the stability of the strategic situation, the host nation's cultural conceptions of command, and the desired relationship between the United States and the host nation."--Abstract.

For example, BCT commanders are to organize the advisors into teams, with other necessary resources being provided to the teams by the brigade. The theater commander determines the specific numbers and types of advisors based upon the operational environment and mission requirements. BCTs are envisioned to exercise command of advisor teams and provide support such as specialized personnel, equipment, and transportation and security. However, it is recognized that BCTs may have other priorities and must balance the demand for resources between the advising mission and other missions. The Army has deployed augmented BCTs in response to theater commanders' requests, but units have faced some challenges because commanders did not always set clear priorities between the advising mission and other missions or define specific requirements for how the BCTs should support the advising mission. For example, theater commanders did not require that advisor teams include specialized personnel, such as logisticians or intelligence officers. Because the BCTs already have high demand for these personnel, the brigades are challenged to meet the advisors' requirements for those same personnel. As a result, some advising teams told GAO that they were limited in their ability to advise in some specialty areas or that they may be advising Iraqi and Afghan security forces in functional areas where the advisors have little or no experience. Also, theater commanders' requests did not always specify command relationships. As a result, in some cases, advisors were reassigned to the control of a division or a brigade that they had not trained and deployed with, which disrupted the unity of command envisioned under the augmented BCT concept. The use of augmented BCTs has decreased the total number of advisor personnel required for the advising mission, but increased requirements for field grade officers, already in short supply. According to Army officials, as a result of these shortages, the Army has faced challenges meeting the requirement to provide field grade advisors at least 45 days prior to the brigades' mission rehearsal exercise. In many cases, advisors did not join the brigades until after the exercise, hindering their integration into the BCTs and complicating efforts to establish support and command structures. Some officials suggested that it would be helpful if at least two or three of the highest-ranking advisors arrived significantly earlier than currently required in order to facilitate integration. Moreover, GAO found that augmented BCTs are organizing their advisors into smaller numbers of larger teams than envisioned in the theater commander requirements. As a result, augmented BCTs may not need the number and rank of advisors currently required by those requests. GAO recommends that theater commands assess and refine, as appropriate, advisor requirements and define advisor support and command structures. GAO also recommends that the Army provide certain advisor personnel to brigades earlier in pre-deployment training. DOD concurred with the recommendations.

A strong Iraqi military is needed to support the future democratic government of Iraq. This will allow the US to disengage a large portion of its combat units from Iraq. The US must train the present Iraqi military to successfully take over responsibility for Iraq’s security and combat the current insurgency. The US Army and Marine Corps combat advisors will play a key role in ensuring the Iraqi military is properly organized, trained, and equipped to provide for a secure Iraq. There are lessons learned from training and advising the Republic of South Vietnam’s Armed Forces (RVNAF) during the Vietnam War 1950 to 1973 that could be applied in the ongoing advisory effort in Iraq. The focus of this thesis is to determine the lessons learned from selecting, training, and the organization of US Army and Marine Corps advisors during the Vietnam War.

Changes in the strategy for achieving a safe and secure Afghanistan, by both the Afghanistan government and NATO, have generated additional requirements and presented new challenges for the Afghan Air Force (AAF) and their ability to support Afghan National Defense and Security Forces conducting Internal Defense and Counter-Terrorism missions. Recent efforts to modernize the AAF comes at a time when the coalition has moved away from a time-line focused mission to one that is conditions-based. A capabilities-based assessment is needed to identify capability gaps within the AAF, assess current and future capabilities and capacity, and determine how the TAAC-A Advisors can mitigate these shortfalls across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities spectrum.This compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The purpose of this thesis is to determine the requirements of the North Atlantic Treaty Organization (NATO) led Air Advising mission supporting the Afghan Air Force (AAF) and their support of the Afghan National Army (ANA) and Afghan National Defense and Security Forces (ANDSF) conducting Internal Defense and Counter-Terrorism Operations. Applying the Joint Capability Based Assessment process assess current capabilities, identify capability gaps, and provide doctrine, organization, training, materiel, leadership, personnel, facilities and policies (DOTMLPF-P) solutions to mitigate the identified shortfalls. The results of this study will suggest solutions the Air Advising mission should execute to enable success in Afghanistan.

Book excerpt: This book develops a new approach called parameter advising for finding a parameter setting for a sequence aligner that yields a quality alignment of a given set of input sequences. In this framework, a parameter advisor is a procedure that automatically chooses a parameter setting for the input, and has two main ingredients: (a) the set of parameter choices considered by the advisor, and (b) an estimator of alignment accuracy used to rank alignments produced by the aligner. On coupling a parameter advisor with an aligner, once the advisor is trained in a learning phase, the user simply inputs sequences to align, and receives an output alignment from the aligner, where the advisor has automatically selected the parameter setting. The chapters first lay out the foundations of parameter advising, and then cover applications and extensions of advising. The content • examines formulations of parameter advising and their computational complexity, • develops methods for learning good accuracy estimators, • presents approximation algorithms for finding good sets of parameter choices, and • assesses software implementations of advising that perform well on real biological data. Also explored are applications of parameter advising to • adaptive local realignment, where advising is performed on local regions of the sequences to automatically adapt to varying mutation rates, and • ensemble alignment, where advising is applied to an ensemble of aligners to effectively yield a new aligner of higher quality than the individual aligners in the ensemble. The book concludes by offering future directions in advising research.
