Book excerpt: Understanding has evolved in the last decade about how an adversary might use nuclear, radiological, biological, or chemical weapons against the United States. Increasingly, America is concluding that potential adversaries view these not as weapons of last resort, but rather as tactically and strategically useful. The United States can expect their use early in a conflict as well as throughout the extended battlefield, including on U.S. territory itself. States and state-supported terrorists are of primary concern, for these actors can most readily harness the full range of technical and operational capabilities needed to use nuclear, biological, and chemical (NBC) weapons in sophisticated, effective ways. The U.S. military is becoming more aware of the requirements for operating in an NBC environment, but more needs to be done to ensure success. Deterring NBC use may be more difficult than it was during the Cold War. New concepts and capabilities, including more sophisticated active and passive defenses, will be required. Missile defense will play an essential role. A fully capable national response will require not only a better prepared military but also a better prepared public health infrastructure.

Book excerpt: The Defense Department's 2010 Quadrennial Defense Review expressed concerns about emerging chemical and biological (CB) weapon agents and the ability of U.S. defenses to counter them. Scientific advances that facilitate the development of new and novel CB agents and the difficulties uncovering such work suggest that adversary programs could acquire new CB agents years before U.S. defense planners recognize those agents. Once these CB agents are recognized as threats, the United States will probably need many more years to establish a comprehensive defense against them, and even these defenses are unlikely to protect the civilians, contractors, and allied military personnel essential to modern U.S. military operations. Such gaps in CB agent defense capabilities pose a potentially serious risk to U.S. military operations. To best mitigate this risk, the U.S. Chemical and Biological Defense Program (CBDP) needs to augment current work with enhanced efforts to dissuade adversary CB agent development and to deter adversary use of new CB weapons. Successful initiatives in dissuasion and deterrence will depend on CB defensive programs that appear dynamic, progressive, and integrated with other Defense Department and national-level efforts in counterproliferation. The CBDP could add a second track to the current agent-specific science and technology effort to focus on the mechanisms of CB agent effects and interactions with the environment. The goal of the resulting robust combination of CBDP defense, dissuasion, and deterrence is to induce great doubts in adversaries about the value of employing any CB agents or developing new CB agents.

Book excerpt: A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.

Today, the term “weapons of mass destruction” (WMD) is used to address many things, from grams of ricin and barrels of industrial chemicals to megaton nuclear weapons. As a direct result of the decision to refer to all nuclear, biological, and chemical (NBC) weapons as well as biological, chemical and radiological (CBR) hazards as “WMD,” we have lost the ability to accurately develop, assess, and discuss policy concerns relating to the contemporary use of unconventional weapons on the battlefield and within the homeland. This book uses a public policy framework to examine how the U.S. government, and in particular the U.S. military, should address the potential use of unconventional weapons in the 21st century. It defines the problem, identifies the policy actors and reviews policy options. It discusses past policy efforts before offering a critical review of current strategies and how WMD issues are integrated into the current military Joint Operating Concepts (deterrence, cooperative security, major combat operations, irregular warfare, stability, and homeland security), and proposes new national framework for countering WMD. The aim is to answer such questions as what does counterproliferation mean and whether the U.S. government is adequately prepared to protect U.S. citizens and its armed forces from adversaries developing unconventional weapons.
