The paradox is that openness implies vulnerability and insecurities, particularly where closure would offer shelter. While some actors, including NGOs, preach openness of African societies, Africans clamour for protection, restitution and restoration. Africans struggle for ownership and access to housing, for national, cultural, religious, economic, and social belonging that would offer them the necessary security and protection, including protection from the global vicissitudes and matrices of power. In the presence of these struggles, to presuppose openness would be to celebrate vulnerability and insecurities. This book examines ways in which emergent technologies expose Africans and, more generally, peoples of the global south to political, economic, social, cultural and religious shocks occasioned by the coloniality of the global matrices of power. It notes that there is the use by global elites of technologies to incite postmodern revolutions designed to compound the vicissitudes and imponderables in the already unsettled lives of people north and south. Particularly targeted by these technologies are African and other governments that do not cooperate in the fulfilment of the interests of the hegemonic global elites. Book excerpt: The goal of this book is to elaborate on the main principles of the theory of the Berge equilibrium by answering the following two questions: What are the basic properties of the Berge equilibrium? Does the Berge equilibrium exist, and how can it be calculated? The Golden Rule of ethics, which appears in Christianity, Judaism, Islam, Buddhism, Confucianism and other world religions, states the following: “Behave towards others as you would like them to behave towards you." In any game, each party of conflict seeks to maximize some payoff. Therefore, for each player, the Golden Rule is implemented through the maximization of his/her payoff by all other players, which matches well with the concept of the Berge equilibrium. The approach presented here will be of particular interest to researchers (including undergraduates and graduates) and economists focused on decision-making under complex conflict conditions. The peaceful resolution of conflicts is the cornerstone of the approach: as a matter of fact, the Golden Rule precludes military clashes and violence. In turn, the new approach requires new methods; in particular, the existence problems are reduced to saddle point design for the Germeier convolution of payoff functions, with further transition to mixed strategies in accordance with the standard procedure employed by E. Borel, J. von Neumann, J. Nash, and their followers. Moreover, this new approach has proven to be efficient and fruitful with regard to a range of other important problems in mathematical game theory, which are considered in the Appendix.

Chernyakov; and § 5, by N.N. Vorob'ev, Jr., on the computational complexity of the process of finding equilibrium points in finite games. It should also be mentioned that subsections 3.12-3.14 in Chapter 1 were written by E.B. Yanovskaya especially for the Russian edition. The author regrets that the present edition does not reflect the important game-theoretical achievements presented in the splendid monographs by E. van Damme (on the refinement of equilibrium principles for finite games), as well as those by J.e. Harsanyi and R. Selten, and by W. Giith and B. Kalkofen (on equilibrium selection). When the Russian edition was being written, these direc tions in game theory had not yet attained their final form, which appeared only in quite recent monographs; the present author has had to resist the temptation of attempting to produce an elementary exposition of the new theories for the English edition; readers of this edition will find only brief mention of the new material.
