The Aviation and Transportation Security Act established TSA as the federal agency with primary responsibility for securing the nation's civil aviation system, which includes the screening of all passengers and property transported to, from, and within the United States by commercial passenger aircraft. Additionally, the Homeland Security Act of 2002 established DHS and, within it, the Science and Technology Directorate for, among other things, conducting research, development, demonstration, and testing and evaluation activities relevant to DHS. DHS's Science and Technology Directorate is responsible for testing and evaluating aviation security technologies, including AIT systems, at the TSL on behalf of TSA.

Pursuant to the Federal Aviation Administration Modernization and Reform Act of 2012, TSA was mandated to ensure that AIT systems were equipped with ATR software, which displays generic outlines of passengers rather than actual images, by June 1, 2013. All deployed AIT systems were equipped with ATR software by the deadline. GAO was asked to evaluate TSA's AIT-ATR systems' effectiveness. This report addresses the extent to which (1) TSA collects and analyzes available information that could be used to enhance the effectiveness of the AIT-ATR system and (2) TSA has made progress toward enhancing AIT capabilities to detect concealed explosives and other threat items, and any challenges that remain. GAO analyzed testing results conducted by the Transportation Security Laboratory and TSA personnel at airports and interviewed DHS and TSA officials. This is a public version of a classified report that GAO issued in December 2013. Information DHS and TSA deemed classified or sensitive has been omitted, including information and recommendations related to improving AIT capabilities. "

Book excerpt: The Transportation Security Administration (TSA) does not monitor the Advanced Imaging Technology system (AIT) to ensure it continues to fulfill needed capabilities for detecting non-metallic threat items concealed on air passengers. Specifically, although AIT met the requirement for system availability, TSA did not monitor the AIT system’s probability of detection rate and throughput rate requirements set forth in TSA’s operational requirements document. These issues occurred because TSA has not established comprehensive guidance to monitor performance of the AIT system. Without continuous monitoring and oversight, TSA cannot ensure AIT is meeting critical system performance requirements — a consistent weakness found in prior DHS Office of Inspector General (OIG) reports. As a result, TSA may fund and acquire future systems without knowing whether the technology addresses new and emerging threats, potentially placing the traveling public at risk.

Book excerpt: Passenger screening at commercial airports in the United States has gone through significant changes since the events of September 11, 2001. In response to increased concern over terrorist attacks on aircrafts, the Transportation Security Administration (TSA) has deployed security systems of advanced imaging technology (AIT) to screen passengers at airports. To date (December 2014), TSA has deployed AITs in U.S. airports of two different technologies that use different types of radiation to detect threats: millimeter wave and X-ray backscatter AIT systems. X-ray backscatter AITs were deployed in U.S. airports in 2008 and subsequently removed from all airports by June 2013 due to privacy concerns. TSA is looking to deploy a second-generation X-ray backscatter AIT equipped with privacy software to eliminate production of an image of the person being screened in order to alleviate these concerns. This report reviews previous studies as well as current processes used by the Department of Homeland Security and equipment manufacturers to estimate radiation exposures resulting from backscatter X-ray advanced imaging technology system use in screening air travelers. Airport Passenger Screening Using Backscatter X-Ray Machines examines whether exposures comply with applicable health and safety standards for public and occupational exposures to ionizing radiation and whether system design, operating procedures, and maintenance procedures are appropriate to prevent over exposures of travelers and operators to ionizing radiation. This study aims to address concerns about exposure to radiation from X-ray backscatter AITs raised by Congress, individuals within the scientific community, and others.

Book excerpt: Responding to the need to reliably detect explosives, bomb-making components, and other potential security threats concealed by airline passengers, the Transportation Security Administration (TSA) has focused on the deployment of whole body scanners as a core element of its strategy for airport checkpoint screening. TSA has deployed about 700 of these scanners, known as whole body imagers (WBI) or advanced imaging technology (AIT), at airports throughout the United States, and plans to have 1,800 in place by the end of FY2014. AIT systems include two technologies: millimeter wave systems and X-ray backscatter systems. AIT directly addresses specific recommendations and mandates to improve the detection of explosives on passengers. However, the deployment of these systems has generated a number of concerns. Although polling data indicate that the American public generally accepts the use of body scanners for passenger screening, various stakeholders have expressed concerns over privacy, potential health risks, and delays in getting through security. Concerns have also been raised regarding screening individuals with special needs, the overall effectiveness of current technology, screener staffing requirements, and TSA's deployment strategy.
