Book excerpt: This report identifies, describes, and quantifies the cost effects of structural materials that are likely to be incorporated into aircraft becoming operational in the 1990s (aluminum, aluminum-lithium, steel, titanium, graphite/epoxy, graphite/bismaleimide, and graphite/thermoplastic). The authors present a primer for advanced aircraft structural materials emphasizing polymer matrix composites. They then present both cost data and a cost estimating methodology sensitive to material mix. For each material type, they present separate cost factors for two time frames (the late 1980s and the mid-1990s) and for the following cost elements: nonrecurring engineering, nonrecurring tooling, recurring engineering, recurring tooling, manufacturing labor, manufacturing material, and quality assurance. Although composites offer advantages, including reduced weight, reduced number of fasteners, increased corrosion resistance, reduced radar cross-section, and the potential for extended life, the cost data show that composite materials are more expensive than aluminum on a cost-per-pound basis.

Book excerpt: This RAND Note documents a study on the important institutional activities and processes that contributed to the timely maturation of advanced composite materials technology for use in combat aircraft structures. The primary purpose of this Note is to identify the roles that the Air Force (and other governmental organizations) played in the transition of composites from an emerging and potentially important military technology to the point of initial applications in new aircraft designs. This study was motivated by the hypothesis that the successful development of divergent technologies (for military purposes) may have some important and common institutional factors that can be identified. For example, the phasing of critical-technologies identification studies, the enduring presence of technology advocates within the Department of Defense, and the funding of advanced technology development programs may all be as important to a maturation process as are those elements that are strictly technical in nature. This work was performed in the Resource Management and System Acquisition Program within Project AIR FORCE. This Note supplements RAND report R-4199-AF, Maintaining Future Military Aircraft Design Capability (1992), which examines the general question of how to maintain combat aircraft design capabilities in rapidly changing threat and budget environments.

Although considerable effort has been devoted to understanding the acquisition costs of advanced materials, very little is known about their operating and support (O & S) costs after an aircraft is fielded and fully operational. In an effort to gain a better understanding of advanced-material O & S costs, we produced a methodology for forecasting those costs, which we present in this documented briefing.
