In Administering Affect, Daniel White addresses this question by documenting the rise of a new national figure he calls "Pop-Culture Japan." Emerging in the wake of Japan's dramatic economic decline in the early 1990s, Pop-Culture Japan reflected the hopes of Japanese state bureaucrats and political elites seeking to recover their country's standing on the global stage. White argues that due to growing regional competitiveness and geopolitical tension in East Asia in recent decades, Japan's state bureaucrats increasingly targeted political anxiety as a national problem and built a new national image based on pop-culture branding as a remedy. Based on sixteen months of ethnographic fieldwork among rarely accessible government bureaucrats, Administering Affect examines the fascinating connection between state administration and public sentiment. White analyzes various creative policy figures of Pop-Culture Japan, such as anime diplomats, "Cool Japan" branding campaigns, and the so-called "Ambassadors of Cute," in order to illustrate a powerful link between practices of managing national culture and the circulation of anxiety among Japanese publics. Invoking the term "administering affect" to illustrate how anxiety becomes a bureaucratic target, technique, and unintended consequence of promoting Japan's national popular culture, the book presents an ethnographic portrait of the at-times surprisingly emotional lives of Japan's state bureaucrats. In examining how anxious feelings come to drive policymaking, White delivers an intimate anthropological analysis of the affective forces interconnecting state governance, popular culture, and national identity.

Examining a GIF-based digital culture on Tumblr, the author considers how young women produce relatability through humorous, generalisable representations of embarrassment, frustration, and resilience in everyday situations. Relatability is examined as an affective relation that offers the feeling of sameness and female friendship amongst young women. However, this relation is based on young women’s ability to competently negotiate the ‘feeling rules’ that govern youthful femininity. Such classed and racialised feeling rules require young women to perfect the performance of normalcy: they must mix self-deprecation with positivity; they must be relatably flawed but not actual ‘failures’. Situated in debates about postfeminism, self-representation and digital identity, this book connects understandings of digital visual culture to gender, race, and class, and neoliberal imperatives to perform the ‘right feelings’. For instance, at present, on a yearly basis, the total economic cost of substance misuse is literally hundreds of billions of dollars. These costs are related to a number of factors, including, but not limited to, treatment and prevention, reduced job productivity and/or absenteeism, interdiction by the criminal justice, and incarceration. There are many more psychosocial consequences of substance misuse, and these have been well–documented over the past four to five decades; in contrast, with the exception of alcohol, the effects of substance misuse on the brain have received attention only in the past 10 to 15 years. An emerging body of literature has reported on the effects of various drugs on neuropsychological functioning, including benzodiazepines, cocaine, marijuana, MDMA, methamphetamine, nicotine, and opioids. Despite the fact that the neuropsychological consequences of many drugs of abuse are well–documented, to our knowledge, no one had previously published an edited volume that focused exclusively on this issue. Based on this fact, we decided to create a volume that would review the available literature regarding on this topic. Neuropsychology and Substance Misuse: State-of-the-Art and Future Directions explores cutting-edge issues, and will be of interest to clinical neuropsychologists who require the latest findings in this increasingly important area of neuropsychology.
