Book excerpt: In April 2012, U.S. Secret Service (USSS) employees were preparing for a Presidential visit to the Summit of the Americas in Cartagena, Colombia. While off duty, several employees were suspected of soliciting prostitutes and consuming excessive amounts of alcohol. This report assessed the adequacy of the agency's efforts to identify, mitigate, and address instances of misconduct and inappropriate behavior. The authors (1) interviewed more than 200 USSS supervisors, managers, and senior officials; (2) administered an electronic and in-person survey with a combined response rate of 41%; (3) reviewed USSS internal affairs cases; (4) analyzed discipline records; and (5) analyzed personnel security records. Although individual employees have engaged in misconduct or inappropriate behavior, there was no evidence that misconduct is widespread in USSS. Furthermore, there was no evidence that USSS leadership has fostered an environment that tolerates inappropriate behavior. Figures. This is a print on demand report.

This report examines four incidents in detail: a November 11, 2011, incident where an individual fired several shots at the White House from a semiautomatic rifle; the April 2012 misconduct in Cartagena, Colombia; a September 16, 2014, incident at the Centers for Disease Control and Prevention in Atlanta, Georgia, where an armed contract security guard with a violent arrest history rode in an elevator with President Obama and later breached the President's security formation; and a March 4, 2015, incident where two intoxicated senior USSS officials - including a top official on the President's protective detail-interfered with a crime scene involving a bomb threat just outside the White House grounds. The Committee also found that one year after the blue-ribbon Protective Mission Panel issued its assessment and recommendations for the security of the White House compound, several serious deficiencies remain. As USSS's mission has grown, its workforce has had to do more with less. USSS is experiencing a staffing crisis that poses perhaps the greatest threat to the agency. The crisis began after 2011 when the number of employees began to decline sharply, and the decline continued across all categories of employment. Three main causes are significant cuts imposed by the Budget Control Act of 2011, systemic mismanagement at USSS that has been unable to correct these shortfalls, and declining employee morale leading to attrition.

This hearing will address agency staffing, recruitment, and morale improvement efforts as well as agency challenges, such as resource constraints and misconduct. The U.S. Secret Service (Secret Service) vets individuals differently depending on the persons expected proximity to the President when he travels, including during his visits to Mar-a-Lago. Chapter 2 provides information on, among other things: the vetting of individuals expected to be near the President; efforts to establish secure areas for handling classified information; and regulations and processes for agency expenditures on employees who travel with the President. It is estimated that federal agencies incurred costs of about $13.6 million for the Presidents four trips to Mar-a-Lago from February 3 through March 5, 2017. Chapter 3 examines (1) the costs incurred by federal agencies associated with the Presidents travel on selected trips to Mar-a-Lago, (2) the costs incurred by federal agencies associated with certain overseas trips taken by Donald Trump, Jr. and Eric Trump, and (3) the extent to which the Coast Guard, the Secret Service, and DOD have reported their costs pursuant to the Presidential Protection Assistance Act of 1976. Chapter 4 is an amendment to the Overtime Pay for Protective Services Act of 2016. It extends the Secret Service overtime pay exception through 2019. Chapter 5 is a copy of the Secret Service Recruitment and Retention Act of 2018 Chapter 6 reviews the Secret Services oversight of its IT portfolio and workforce.
