Book excerpt: Emerging from decades of war in 2002, Afghanistan and its rich agricultural history were in need of urgent repair and reinvigoration. Since that time, FAO has been operating in the country to rehabiliate irrigation infrastructure, build new dairy and wheat seed industries, improve livestock health, help smallholders diversify their crops and add higher-value products, halt deforestation and help the country adapt to climate change. This report presents highlights from the work carried out over the past 15 years, featuring stories and testimonials from satisfied FAO beneficiairies. It is organized to reflect the priorities that the Government of Afghanistan has outlined in its current agricultural development plan, while also showing how FAO's work cuts across many sectors of agriculture. The report demonstrates that, despite some setbacks, FAO has brought increased prosperity, sustainability and self-reliance to the farmers, pastoralists and farm product processors of Afghanistan.

The Government has supported good economic performance by following prudent macroeconomic policies and it has made extraordinary efforts to develop key national programs and to revive social services like education and health. Nevertheless, Afghanistan remains one of the poorest countries in the world in terms of both per-capita incomes and social indicators, with large gender gaps. The difficult challenge of poverty reduction is made even more difficult by continuing insecurity, weak rule of law, and narcotics. Afghanistan - State Building, Sustaining Growth, and Reducing Poverty provides a greater understanding of the core challenges that lie ahead for Afghanistan and key priorities for national reconstruction. The Afghan economy has been shaped by more than two decades of debilitating conflict and has some very unusual features which this study analyzes. The authors argue that the country must break out of the vicious cycle that would keep it insecure, fragmented politically, weakly governed, poor, dominated by the illicit economy, and a hostage to the drug industry. Book excerpt: Oscillations in opium poppy production in Afghanistan have long been associated with how the state was perceived, such as after the Taliban imposed a cultivation ban in 2000-1. The international community's subsequent attempts to regulate opium poppy became intimately linked with its own state-building project, and rising levels of cultivation were cited as evidence of failure by those international donors who spearheaded development in poppy-growing provinces like Helmand, Nangarhar and Kandahar. Mansfield's book examines why drug control - particularly opium bans - have been imposed in Afghanistan; he documents the actors involved; and he scrutinizes how prohibition served divergent and competing interests. Drawing on almost two decades of fieldwork in rural areas, he explains how these bans affected farming communities, and how prohibition endured in some areas while in others opium production bans undermined livelihoods and destabilized the political order, fuelling violence and rural rebellion. Above all this book challenges how we have come to understand political power in rural Afghanistan. Far from being the passive recipients of violence by state and non-state actors, Mansfield highlights the role that rural communities have played in shaping the political terrain, including establishing the conditions under which they could persist with opium production.

In a sense, this book explores how these so-called ‘unreasonable people’ may interact to re-fashion the world around them in fragile economic development. Drawing on empirical research in the volatile and traditional context of Afghanistan, the study investigates the challenge of poor women’s participation in business and diverse outcomes for local development. Institutional Innovation and Change in Value Chain Development takes a unique look at nuanced institutional phenomena through the lens of social institutions, with a subtle appreciation of the interaction of structure and agency. Drawing on in-depth qualitative research in Afghanistan, the case studies specifically investigate the transformation of the women’s norm of purdah, and the subsequent development of new market institutions in three women’s enterprises. Shedding new light on the opaque process of institutional change, the research shows that external actors (such as NGOs) can both initiate and guide institutional development in fragile environments. Yet there may be limitations to their endeavours, with strong resistance from local power holders. Meanwhile, dominant entrepreneurs are shown to play a major role in fostering institutional development pathways. This influences the scope of inclusion and exclusion in enterprise and value chains, and broader streams of socio-economic development.

The authors are East African (Tanzania, Uganda, Kenya) and French scholars, most of them geographers. Made from 12 contributions, this book focuses on a recent change in those mountains: a growing urbanization which shapes new mountain systems. This phenomenon, which is actually a major upheaval, is the focal point of this book, giving rise to this question: what are the links between Rural-Urban evolution in such contexts? What are the impacts on livelihoods and development? This book, covering social and environmental scientific issues relating to Rural-Urban nature, is the first of its kind for African mountains.

Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. Publications such as this offer us an opportunity to reflect on some of our achievements over the past year and identify how we can do better in the next. It is not intended as an exhaustive list of the work done under FAO’s strategic programme on resilience, but rather a snapshot to demonstrate what we can achieve and how much more this to be done.
