The university professors of Germany are regarded in this country as responsible beyond any single class, except the bureaucracy itself, for the making of the atmosphere in which the war arose; and one of their number, Treitschke, is held accountable almost in the first place of all. We are learning how a marvellously efficient system of national education, in a country where education counts more than in any other, has been skilft organized by the ruling oligarchy to hypnotize a docile people into the right spirit. Very possibly the professors are in some danger of receiving too large a share of the credit for the figure Germany is now presenting to the world. But the fact is clear that the intellectuals, so far from seeing vividly and teaching irresistibly that war is a crime against humanity. Nor IS this unnatural for human nature bears adversity better than prosperity, and endurance is distinctively a virtue of the German. The Germans distinguish between the territorial victory which the French have won over them, and our victory, which, for want of a better word, I shallcall moral. With the French, their age-old enemies of alien race and qualities, the Germans have often quarrelled about the buffer-lands between the two countries. With ourselves, whom they thought nearer them in nature, they fought fora mastery which, again, I shall call moral. They seem to me to realise their failure and the collapse of their gigantic effort to win world leadership, which has brought them loss and suffering and despair, has opened their eyes to many things. They realise, as never before, the elements of superiority in British life and character. It is not unfair to say that in the Great War our own Overseas Dominions and the United States rediscovered Britain for themselves. So have the Germans done. I found many Germans ready to admit that German nerves are inferior to British, and that life in this country distils somehow a something which makes for victory in the supreme encounters. On the political side they see how' much wiser was Bismarck's policy of maintaining good relations with Britain and Russia than the Haunting provocations of William II. Their experiments in free constitutional government have the hearty backing of most of the nation it is only a minority, of uncertain size, that wishes to go back to the old regime under which the Kaiser, the General Staff of the Army, and the bureaucracy ruled, while the Reichstag provided the decorative exterior of Government. The new experiment is conducted under difficulties. One of these difficulties is that Britain, the home of the Parliamentary principle, views the experiment somewhat sceptically, whereas the Germans, very earnest in the matter, and, perhaps, a little na'r've, had hoped for her benevolence and encouragement. They certainly were not moved by the hope of securing out of the turmoil the introduction of the parliamentary system of government. But almost without exception they were guided by the men who have been protesting against the centralizing tendencies of re cent years, the states rights men, the modern particularists. Consciously or unconsciously to themselves, I am fully persuaded that their particularism was the secret force which caused them to exaggerate the supposed effects of His Majesty's remarks on the diplomacy and government of the Empire. Through this sentiment they were actually betrayed into a position in which they appeared to the outside world to be acting in harmony with the advocates of parliamentary government, for the purpose of curbing what these latter termed personal government. It be came quickly manifest, however, that this apparent har mony was only momentary and that the nation as a whole is making no demand for parliamentary government, but that, on the contrary, the large majority of the people, and that majority containing the best elements of the people, would most probably oppose its introduction. Being anxious that my own fellow countrymen should understand this situation correctly, I am going to examine into this question of parliamentary government for Germany with some degree of minuteness.
