Book excerpt: The French philosopher and economist Saint-Simon (1760–1825) propounded a new political, economic and social order in which the quest for economic efficiency and social justice led to putting the workers at the forefront. On his death, his disciples worked to preserve his thought and developed it in numerous writings. This book explains why the Saint-Simonians could not be content with the existing economic and social order and how they planned to organise society and the role banks were to play in it. It contains a selection of old texts, written by the main Saint-Simonian thinkers, published in the press in French between 1826 and 1831, which show the Saint-Simonian conception of the organisation of society and the place allotted to banks. It is an indispensable reference work in understanding a current of thought which greatly contributed to the industrial expansion of the nineteenth century. He highlights the complexity and diversity of systems such as Saint-Simonianism, Fourierism, Republicanism, and Christian Socialism--movements that set out to exploit the ameliorative effect of aesthetic form on human consciousness--and challenges the previous linking of social art to narrow didacticism. Drawing on a broad spectrum of previously neglected journalistic criticism, visual material, and archival sources, together with key political texts by figures such as Saint-Simon, Philippe Buchez, and Pierre Leroux, this work reveals an important facet of radical history and modifies received understandings of French art in the wake of Romanticism. In the process it probes the role of culture within oppositional political practice, arguing that the ultimate failure to realize a social art exposes the limits of the radicals' break with dominant discourse and their hesitancy in forging links with a culturally disenfranchised working class. With this bon mot the average curiosity about the Tsars' government was satisfied and there seemed to be no need to look further into the matter. There was, on the surface of things, some justification for such a definition: many rulers had suffered violent death and little did the autocracy abate between 1725 and 1905. The impression created by travelers, by historians and journalists, as well as by Russia's own discontented intelligentsia was that nothing really ever changed in Russia, that the autocracy was the same in 1905 as it had been at the death of Peter the Great in 1725. Not that the outside world had remained ignorant of the efforts at reform, the changes, and the modernization wrought in Russia since the day Peter I had "cut a window into Europe. " But the prevailing opinion was that such changes as occurred were merely external and did not affect the fundamental structure of the government or of society.
