Book excerpt: Space-time processing (STP) provides an adaptive filter for an airborne phased-array radar to detect targets m clutter and jamming that have spatial and Doppler spread. We developed a flexible airborne radar simulation to identify limitations in the techniques and to evaluate the capabilities of different STP designs. One of the space-time architectures, jointly adaptive STP in the element space, employs joint processing of array elements and pulse train data. The array elements provide the azimuth (spatial) information, and the pulse repetition interval (PRI) taps or pulses provide the Doppler information required to form the two-dimensional azimuth-Doppler filter. In the adaptive mode, additional temporal information from taps separated by a sampling rate interval (greater than Nyquist) provide additional degrees of freedom to mitigate interference due to wideband, narrowband, and multipath jamming. This paper discusses the theory and implementation of STD using temporal equalization filter taps, and presents three different examples illustrating the features of the simulation ... Book excerpt: MITRE has enhanced the capabilities of the Advanced Airborne Radar Simulation, a flexible end-to-end steady-state simulation that can be used to evaluate the critical issues affecting the performance of advanced airborne radars that use adaptive antenna techniques, i.e., space-time processing (STP), for both jamming and clutter suppression. For a large phased-array antenna, the limitations of a practical implementation of optimal STP will generally require suboptimal adaptive array architectures, such as element space, beam space, and subarrays. The simulation was modified to augment these suboptimal architectures with spatial degrees of freedom in elevation. The received signal models, i.e., target, jamming, and clutter, were modified to include the effects of near-field scattering using a multiple point scatterer model.

Book excerpt: The Republic of Korea's industrial policy has directed that nation's economy through nearly three decades of spectacular growth. But the authors of this paper maintain that this policy is showing signs of being outmoded. The time has come, the authors argue, for the Korean government to stop managing the economy's structural development and to redefine the responsibilities of business and government. Under this proposed compact, the allocation of resources would shift from the government to the private industrial and financial sectors. The transformation of the government bureaucracy from an ad hoc policy role to one of a transparent and predictable regulator is a key to the success of this undertaking. These new directions would present the government with enormous challenges. Greater competitive discipline and regulatory oversight would be required. While dealing with the complexities of the transition, the government would have to maintain macroeconomic stability and the momentum of savings and investment. For comparison, the study examines the industrial economies of France, Germany, Japan, and the United States, which underwent similar shifts.

Book excerpt: This research advances adaptive interference suppression techniques for airborne radar, addressing the problem of target detection within severe interference environments characterized by high ground clutter levels, levels, noise jammer infiltration, and strong discrete interferers. Two-dimensional (2D) Space-Time Adaptive Processing (STAP) concepts are extended into three- dimensions (3D) by casting each major 2D STAP research area into a 3D framework. The work first develops an appropriate 3D data model with provisions for range ambiguous clutter returns. Adaptive 3D development begins with two factored approaches, 3D Factored Time-Space (3D-FTS) and Elevation-Joint Domain Localized (Elev-JDL). The 3D adaptive development continues with optimal techniques, i.e., joint domain methods. First, the 3D matched Filter (3D-MF) is derived followed by a 3D Adaptive Matched Filter (3D-AMF) discussion focusing on well established practical limitations consistent with the 2D case. Finally, a 3D-JDL method is introduced. Proposed 3D Hybrid methods extend current state-of-the-art 2D hybrid methods. The initial 3D hybrid, a functional extension of the 2D technique, exhibits distinct performance advantages in heterogeneous clutter. The final 3D hybrid method is virtually impervious to discrete interference.

The enhancements include adding elevation degrees of freedom and near-field scattering effects to the steady-state simulation; providing options to transform measured data and to process it in various combinations of spatial and temporal domains; and adding a graphical user interface that is applicable across computer platforms. These enhancements will provide the capability and flexibility needed for the effective application of the simulations to current and planned programs (e.g., Rome Laboratory's Multichannel Airborne Radar Measurements program).
