Richard Connaughton has already published a philosophical treatise entitled Military Intervention in the 1990s- A New Logic of War in which he validated the nine principles emerging from a study of the conduct of military interventions between 1918 and 1990 against lessons emerging from the Golf War of 1990-91. A subsequent quadripartite conference held at the British Army Staff collage found that those principles applied equally to an intra-state conflict, such as the former Yugoslavia. In this forthright and highly professional study, drawing upon those principles, Richard Connaughton seeks to 'examine the nature of future conflict and knowledge for the benefit of those called upon to make real-time decisions'. He pulls no punches, leaving the reader with a very clear understanding of the defects of our present international machinery of the maintenance of peace. The study proposes adaptation of a RAND tool called Assumption-Based Planning to help Army personnel maintain proper alignment between strategic guidance and the Army acquisition program and budget. It uses this tool to create a model that recommends acquisition investments across a broad range of capabilities. The model works toward the goal of satisfying the complex and evolving requirements specified in the national security guidance. The model applies five main steps, by identifying (1) the assumptions that underlie Army acquisition policy; (2) load-bearing assumptions, i.e., important assumptions that underpin and shape Army acquisition plans; (3) signposts or indicators that an assumption is becoming vulnerable; (4) shaping actions that can be taken to keep assumptions viable, and (5) hedging actions that can be taken to prepare for unwelcome but unpreventable developments. For the acquisitions community, shaping and hedging actions both take the form of investments.

Her fresh approach underscores the uncertain nature of the first days of the war when Georgian forces had a preponderance of manpower and arms. Mobilizing in Uncertainty demonstrates, in contrast to explanations that assume individuals know the risk involved in mobilization and make decisions based on that knowledge, that the Abkhaz anticipated risk in ways that were affected by their earlier experiences and by social networks at the time of mobilization. What Shesterinina uncovers is that to make sense of the violence, Abkhaz leaders, local authority figures, and others relied on shared understandings of the conflict and their roles in it—collective conflict identities—that they had developed before the war. As appeals traveled across society, people consolidated mobilization decisions within small groups of family and friends and based their actions on whom they understood to be threatened. Their decisions shaped how the Georgian-Abkhaz conflict unfolded and how people continued to mobilize during and after the war. Through this detailed analysis of Abkhaz mobilization from prewar to postwar, Mobilizing in Uncertainty sheds light on broader processes of violence, which have lasting effects on societies marked by intergroup conflict.
