Existing studies and climate change models are commonly predicting increases in average annual temperature in the Nile Basin, leading to greater water loss due to evaporation. There is much less certainty in projections concerning future rainfall, river flows, and water availability in the Nile Basin. Studies concerning the later find contradictory results; one predicts floods and increased runoff, and the other predicts water scarcity and possible droughts. Proper governance of the Nile in the face of these uncertainties demands a response to two contradictory scenarios: either an increase in water availability and flooding or water scarcity and drought; each of which requires opposite adaptation strategies. Building flexible and resilient legal and institutional arrangements will no doubt be at the heart of such adaptation strategies. If climate change reduces the available water in the Nile Basin, competition for water between the Nile Basin States will intensify, possibly leading to conflict. If the available water resources increase due to climate change, this will create a need for a new legal response to flooding. In either case, flexibility is crucial in adapting to climate change. Drawing upon key findings from recent climate change modeling studies, this article analyses the intrinsic capacity of the fragmented legal regime governing the Nile watercourse to adapt to climate change. The article submits that the legal instruments governing the Nile watercourse do not possess the flexibility required for addressing the possible consequences of climate change. Indicating how flexibility can be built in the Nile watercourse treaties, the article proposes a climate-proofed basin-wide treaty.

Exploiting advanced statistical techniques and the latest state-of-the-art multi-mission satellites, surface models and reanalysis products, this book provides the first comprehensive weighing of the changes in the Nile River Basin’s (NRB: ~ 3,400,000 km2 ) stored waters' compartments, surface, soil moisture and groundwater, and their association to climate variability/change and anthropogenic impacts on the one hand. On the other hand, it argues on the need for equitable use of the NRB’s waters by all 11 countries within its basin, and doing away with obsolete Nile treaties that were signed by Britain, Egypt and Sudan, which prohibit the use of the Nile by 8 upstream countries. With Ethiopia’s construction of Africa’s largest dam (GERD; Grand Ethiopian Renaissance Dam) along the Blue Nile, which is expected to take several years to fill, the Nile is back on the news. Combined with Uganda’s Nalubaale, Kiira and Bujagali dams on the White Nile, these human-induced impacts (i.e., damming), coupled with those of climate variability/change, are expected to exacerbate tension with the low stream countries (Egypt and Sudan) fearing the cut in theNile’s total volume. Furthermore, the Nile river, arguably the world’s longest river (6800 km), impacts on the livelihood of over 300 million people of 11 countries within its basin. This population is expected to double in the next twenty-five years, thereby putting extreme pressure on its water resources. An in-depth analysis of changes in the Nile’s stored waters, therefore, is essential to inform its management and sustainable equitable use. Owing to its sheer size, however, obtaining in-situ data from “boots on the ground” is practically impossible, paving way to the space-based weighing of the Nile River Basin using a suite of high spatio-temporal remotely sensed and reanalysis products, as well as those of hydrological models. “Arguably, the Nile River is the most unique river in the world. It spans extremes of rainfall from being measured by meters to being measured by centimeters, from the humid tropics to the driest of deserts. Yet, thirsty people live throughout this basin and therefore the demands on its water resources are uneven. Knowing the water amounts throughout the entire Nile Basin is a critical step for governments and international treaties to avoid the “Tragedy of the Commons”. Africa can embrace this future through the leadership of Prof. Awange and others like him who have devoted their careers to Africa’s waters” —Doug Alsdorf, Ph.D., Professor of Geophysics at the Ohio State University (USA).

The increase in water demand associated with this burgeoning population fuels an ongoing water conflict between the riparian countries. Uncertainty regarding potential future changes in the flow of the Nile River as a result of climate change adds further stress to this critical situation. In this thesis, we investigate the impacts of climate change on hydrology and climate of the Nile basin. In particular, we predict and explain the future changes in interannual variability and long-term mean of the flow in Nile river. We analyze observations on recent change in the flow regime. First, we examine the role of El Niño Southern Oscillation (ENSO) in shaping the interannual variability of the flow in the Nile river. We document an association between variability of ENSO and interannual variability in the flow of the Nile river. We provide a physically-based explanation of this teleconnection. Then, we build on this teleconnection and future predications regarding the frequency of El Niño and La Nina events to project enhancement in future variability of the flow in the Nile river. Second, an improved version of the MIT Regional climate model (MRCM) is used to investigate the future changes in the long-term mean flow in the Nile river. The new version of MRCM includes new parameterizations of large scale cloud and rainfall developed as part of this thesis, which significantly improved the simulation of clouds coverage and radiation at the surface under current climate conditions. The updated version of the model is forced with modified lateral boundary conditions and greenhouse gas concentrations that are assumed to describe future conditions. The impacts on the rainfall over the basin due to local and regional changes in concentration of atmospheric gases are compared to those due to global changes in the humidity and temperature. The numerical simulations using MRCM suggest that increasing humidity at the lateral boundaries due to global processes would enhance the large scale rainfall, particularly during the rainy season. However, air temperature becomes warmer aloft due to the same global processes, which would tend to stabilize the atmosphere and reduce convective rainfall. On the other hand, increasing the concentration of greenhouse gases at local and regional scales would destabilize the vertical profile of air temperature, by increasing the air temperature in the middle and lower atmospheric layers, and hence would enhance convective rainfall. Based on the conclusions of this thesis, the long-term mean and standard deviation of the annual flow in the Nile river are projected to increase for the future period (2000-2100) compared to the past period (1900-2000) by approximately 15% and 50%, respectively. Although the increase in long-term mean of the annual flow should slightly reduce the water stress in the Nile basin, additional water storage capacity in the basin would be needed in order to benefit from the expected additional water in the future.
