Royal regimes from the house of Plantagenet to the house of Hanover coped variously with 'crimes of the tongue' and found ways to monitor talk they deemed dangerous. Their response involved policing and surveillance, judicial intervention, political propaganda, and the crafting of new law. In early Tudor times to speak ill of the monarch could risk execution. By the end of the Stuart era similar words could be dismissed with a shrug. This book traces the development of free speech across five centuries of popular political culture, and shows how scandalous, seditious and treasonable talk finally gained protection as 'the birthright of an Englishman'. Book excerpt: In English Trade and Adventure to Russia in the Early Modern Era, Maria Salomon Arel revisits Anglo-Russian trade in first half of the seventeenth century. Drawing on largely neglected Russian and English sources, she reconstructs the history of the Muscovy Company in a period of expanding opportunities for foreigners in Russia and of tightening links between regional markets across the globe. In her strongly revisionist telling, the Company successfully rebuilt in the aftermath of the devastating Time of Troubles, securing its uniquely privileged position in the Russian market at the hands of a newly installed tsar and Romanov dynasty keen to revive the country’s decimated economy through the stimulus of foreign trade. Meanwhile, on the London end of a trade clearly deemed relevant to commercial and shipping interests increasingly dependent on Russian naval stores and invested in the Russian re-export trades to and from the Mediterranean and Asia, the Company restructured its organization and finances with crucial royal support in furtherance of the ‘public good’ and early Stuart dynastic honor. As Arel documents, by the 1630s-40s, English trade to Russia was flourishing, as seen in the growing number of Muscovy Company men active all along the Moscow-Archangel route, their substantial commercial infrastructure, extensive supply networks among a broad swath of Russian merchants and traders, and prominent role in the exploitation of monopoly trades established to fill the tsar’s coffers with specie. The picture drawn by Arel overturns a traditional narrative on the Russia trade that has relegated the English to the shadows, demonstrating the tenacity and continued development of their enterprise at the intersection of English commercial expansion, Russian economic growth, and advancing globalization processes. Taking the narrative even further, the book opens up new perspectives and research directions by pointing to an incipient link between the Russian and transatlantic markets, while shifting the lens on the Anglo-Dutch relationship in the Russia trade away from the time-worn dichotomy of cutthroat competition to a more nuanced understanding of mutual cooperation and business association between merchants on the ground, even in the face of commercial and territorial competition between nations.

Book excerpt: In arguing that the early Stuarts maintained a consistent yet uncomplicated policy of encouraging cooperation among their subjects, this work offers a new perspective on the role of multiple monarchy in the early modern British kingdoms. It has been generally accepted that James VI (James I of Britain) abandoned most efforts aimed at British unity following the failed Anglo-Scottish union negotiations of 1604-1607. This study asserts that James' desire for British unity and inter-kingdom cooperation should not be assessed within the context of that aborted political effort but, instead, should be analyzed as a long-term project. Union designs predated his ascension to the English throne by some twenty years and continued up to his death in 1625. James was mindful of the possibilities for cooperation which were inherent in inter-kingdom defense policies, trade practices, colonial projects, and foreign policy. Many of the assumptions that caused James to project encompassing policies were continued by Charles I, an unstudied element of British continuity between the two reigns. Ultimately, failure to emphasize the need for British unity in relation to a variety of civil policies would be an important factor in the fall of the Stuart monarchy during the British civil wars of the 1640s.

Book excerpt: The Puritan Ideology of Mobility: Corporatism, the Politics of Place, and the Founding of New England Towns before 1650 examines the ideology that English Puritans developed to justify migration: their migration from England to New England, migrations from one town to another within New England, and, often, their repatriation to the mother country. Puritan leaders believed firmly that nations, colonies, and towns were all “bodies politic,” that is, living and organic social bodies. However, if a social body became distempered because of scarce resources or political or religious discord, it became necessary to create a new social body from the old in order to restore balance and harmony. The new social body was articulated through the social ritual of land distribution according to Aristotelian “distributive justice.” The book will trace this process at work in the founding of Ipswich and its satellite town in Massachusetts.
