Congested and oversaturated traffic conditions are not simple variant of undersaturated conditions-- they more complex and have unique properties. A control approach that recognizes such uniquness and complexity is necessary. TRAFFIC SIGNAL CONTROL OF CONGESTED ARETERIALS is about the formulation of flow models and control algorithms for oversaturated traffic arterials. The control problem is formulated as a discrete-time, time varying dynamical system. The control is optimized using micro-Genetic Algorithms. The formulation and solutions provide a mean to controlling oversaturated arterials and also heighlight operational issues that are unique to oversaturated conditions but are often overlooked or not well understood.
