Algunas preguntas que orientan el debate sobre el tema de la acreditación de programas educativos son, entre otras: ¿qué beneficios estructurales han tenido los procesos de acreditación de programas educativos en el sistema de educación superior en América Latina y España?, ¿cuáles son los cambios de carácter académico que en los últimos 15 años se han generado en el sistema de educación superior, en comparación con los sistemas de países con los que tenemos acuerdos bilaterales?, ¿los indicadores y estándares de calidad reportados por el Consejo para la Acreditación de la Educación Superior, qué significado tienen en el contexto nacional e internacional?, ¿cuál es la visión de la acreditación y certificación de la educación superior en España y América Latina? En esta obra de dos volúmenes se rescatan algunas respuestas a las interrogantes planteadas, mediante la recuperación de experiencias institucionales y productos de investigación sobre el tema. Finalmente, se caracterizan y explican las tensiones, desencuentros, conflictos y resultados de la acreditación de la educación superior y de la gestión de la calidad de los programas educativos en la Región Iberoamericana.

Book excerpt: La educación superior en América Latina y el Caribe (ALC) ha experimentado un extraordinario crecimiento con la llegada del nuevo milenio, pero la matrícula en programas de ciclo corto (PCC) sigue siendo relativamente baja. Los PCC —más cortos y prácticos que los programas universitarios— pueden generar capital humano calificado en poco tiempo. La crisis económica provocada por la pandemia del Covid-19 ha acentuado tendencias latentes como la automatización, el uso de plataformas electrónicas y la necesidad del aprendizaje a lo largo de la vida. Para hacer frente a estas demandas, se hace indispensable la formación complementaria y readaptación profesional de la población —una tarea particularmente adecuada para los PCC. La vía rápida hacia nuevas competencias: programas cortos de educación superior en América Latina y el Caribe explora los resultados del mercado laboral y los retornos de los PCC, estudia quiénes son sus proveedores e identifica las prácticas adoptadas por los mejores programas. Este volumen, fundamentado en datos exclusivos que incluyen una novedosa encuesta a directores de PCC en cinco países de ALC, concluye que, si bien los PCC generan, en promedio, buenos resultados en el mercado laboral, su calidad varía en gran medida. Los proveedores de PCC se adaptan con rapidez y flexibilidad a las necesidades de la economía local, y las prácticas específicas relacionadas con el personal docente, el apoyo a la búsqueda de empleo y la interacción con los posibles empleadores constituyen características inherentes a los mejores programas. La vía rápida hacia nuevas competencias se sirve de estas conclusiones para analizar cómo crear un entorno en el que se ofrezcan buenos programas y los estudiantes dispongan del interés y los medios para cursarlos. Además, hace hincapié en un sector de la educación superior que habitualmente ha pasado desapercibido, tanto en el ámbito de la investigación como de la política. La vía rápida hacia nuevas competencias despertará el interés de las autoridades responsables del diseño de las políticas, el personal investigador y el público en general.

The financial crisis has further accentuated this shift in the post-Cold War architecture, with emerging economies becoming an engine of globalisation. The chapters in this volume shed light on the role of higher education and its internationalisation in this context, focusing on the different regions of the world. The new role of international organisations like UNESCO is also examined. The empirical findings of these studies are part of a new research agenda in higher education studies, one that goes beyond a ‘higher educationism’ limiting itself to a simple description of institutional changes in this sphere in the light of internationalisation. The different case studies advance an interdisciplinary perspective, drawing on accounts from critical and postcolonial theory, international relations and international political economy. This perspective sheds light on the strategic selectivity of the transformation and the struggles related to this major transformation of higher education and its contribution to a new global architecture. Colonialism, imperialism, and settler colonialism continue to affect the lives of racialized communities and Indigenous Peoples around the world. Law, in its many iterations, has played an active role in the dispossession and disenfranchisement of colonized peoples. Law and its various institutions are the means by which colonial, imperial, and settler colonial programs and policies continue to be reinforced and sustained. There are, however, recent and historical examples in which law has played a significant role in dismantling colonial and imperial structures set up during the process of colonization. This book combines usually distinct Indigenous, Third World and Settler perspectives in order to take up the effort of decolonizing law: both in practice and in the concern to distance and to liberate the foundational theories of legal knowledge and academic engagement from the manifestations of colonialism, imperialism and settler colonialism. Including work by scholars from the Global South and North, this book will be of interest to academics, students and others interested in the legacy of colonial and settler law, and its overcoming.
