Book excerpt: The 1986 report by the President's Blue Ribbon Commission on Defense Management (commonly known as the Packard Commission) made many recommendations to improve the management and organization of the Department of Defense (DOD). In February 1989, the President directed the Secretary of Defense to develop a plan to fully implement the Commission's recommendations, as well as to substantially improve defense management overall. In July 1989, the President approved and the Secretary issued the Defense Management Report (DMR) which outlined actions needed to improve DOD management. In January 1990, DOD issued a status report on DMR implementation that contained specific management improvement initiatives intended to (1) save an estimated $39 billion in program costs and (2) eliminate an estimated 42,900 civilian and military positions over fiscal year 1991-95. DOD's implementation of several of the DMR savings initiatives have been evaluated. Specific objectives were to (1) determine the status of those initiatives, (2) evaluate the savings estimated to result from implementing some major (high dollar) initiatives, and (3) determine whether the services have reduced the number of acquisition personnel since the Packard Commission's 1986 recommendation.

Book excerpt: "The Goldwater-Nichols Department of Defense Reorganization Act of 1986 directed acquisition and defense management reform, codified joint operations and education, and clarified authorities and responsibilities for unified commanders, with the overall goal of enhancing the effectiveness of military operations and improving military advice to the National Command Authority. Most of the studies and literature that have critically examined the Act and its results in the last 30 years have found more fault with the joint duty requirements than with the acquisition reforms. Those reforms have pushed the Army and DOD toward an efficiency-driven acquisition system. The greatest changes in acquisition since the passage of the Goldwater-Nichols Act in 1986 have resulted from the end of the Cold War, which removed the threat from the Soviet Union; the Base Realignment and Closure Commission (BRAC); and the transformation of the Army. Today's ongoing acquisition reform has its roots in all these issues. The Army receives mixed reviews on acquisition reform in the post-Goldwater-Nichols era. While the Army has adapted well to the new requirements, and has done so more willingly than the other services, it still suffers from acquisition delays, cancellations, and cost overruns. Most of those are due more to internal Army processes rather than external influences, and cannot be attributed to difficulties imposed by Goldwater-Nichols"--Executive summary.

Book excerpt: Cost overruns in weapon system purchases have plagued the Department of Defense (DoD) throughout its history and have resulted in schedule delays and potentially reduced combat capability. This thesis created an empirical model that begins to explain those cost overruns. The model describes how changes in defense budgets, consolidation of the defense industry, acquisition reform, war, and cost estimating error are related to cost overruns. The cost performance of 186 major weapon system programs managed by the Air Force, Army, and Navy from 1970 to 2002 was described using a panel regression model. This research found that funding instability resulting from changing levels of defense budgets accounted for an increase of over $13.3 billion in weapon system costs since 1970. This research also found that the defense industry consolidation of the 1990s did not result in significant savings to the DoD. Finally, this research found that contrary to past studies, several acquisition reforms are correlated with a decrease in weapon system cost overruns. In particular, reforms resulting from the Nunn-McCurdy Act of 1982, the Packard Commission Recommendations of 1986 and the Federal Acquisition Streamlining Act (FASA) of 1994 resulted in savings of almost $124 billion since 1982.
