Available in PDF, EPUB and Kindle. Book excerpt: Exploring how cross-sector collaboration can solve seemingly intractable societal problems Many people tend to think of the public, non-profit and private sectors as being distinctive components of the economy and broader society—each with its own missions and problems to address. This book describes how the three sectors can work together toward common purposes, accomplishing much more than if they work alone. With the nation reeling from multiple challenges, more than ever the United States needs these sectors to collaborate to address what might seem to be intractable problems. Cross-sector collaborations and partnerships are more crucial than in the past as the country tries to recover from the economic, health, and broad social dislocations caused by the COVID-19 pandemic. At a time when trust in institutions, both public and private, is at an all-time low, cooperation among the sectors can be a confidence-inspiring approach to addressing public problems. This book reviews the state of cross-sector collaborations, identifies emerging practices, and offers a range of perspectives from experts in the field. Practitioners show how cooperation among sectors is relevant to their core missions. Scholars from a wide range of disciplines discuss both the broad and specific concepts that advance understanding of cross-sector collaboration. At a time when the United States must recover from and address new challenges, the book shows how cross-sector collaborations can help ensure a brighter future. Its core conclusions should be of particular interest to leaders in each of the broad sectors, as well as educators and students at both the undergraduate and graduate level.

Book Managing Public Sector Projects

Download or read book Managing Public Sector Projects written by David S. Kassel and published by Routledge. This book was released on 2016-09-13 with total page 282 pages. Available in PDF, EPUB and Kindle. Book excerpt: Filling a gap in project management literature, this book supplies managers and administrators—at all levels of government—with expert guidance on all aspects of public sector project management. From properly allocating risks in drafting contracts to dealing with downsized staffs and privatized services, this book clearly explains the technical concepts and the political issues public managers need to understand. In line with the principles of Total Quality Management (TQM) and the PMBOK® Guide, David S. Kassel establishes a framework those in the public sector may follow to ensure the success of their public projects and programs. The book supplies more than 30 real-life examples to illustrate the concepts behind the framework—including reconstruction projects in Iraq, the Big Dig project in Boston, local sewer system and library construction projects, and software technology. This second edition includes all-new extended case studies examining recent issues including the rollout of healthcare.gov, the controversial California High Speed Rail system, and refurbishing the Harvard Town Hall. Contributing to critical discussions on budgeting for capital projects and cost-benefit analysis for preliminary planning, this authoritative new edition provides strategic recommendations for effective planning, execution, and maintenance of public projects. In an age of downsized government and in the face of a general distrust of public service, this book is a dependable guide for avoiding common pitfalls and for delivering projects on cost, on schedule, and of the highest quality.

Download or read book Sharing Power written by Donald F. Kettl and published by Brookings Institution Press. This book was released on 2011-07-01 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the flush of enthusiasm to make government work better, reformers from both left and right have urged government to turn as many functions as possible over to the private sector and to allow market competition instill efficiency and choice. In fact, government has been doing just this for years: every major policy initiative launched since World War II has been managed by public-private partnerships. Yet such privatization has not solved government's problems. While there have been some positive results, thee has been far less success than advocates of market competition have promised. In a searching examination of why the "competition prescription" has not worked well, Donald F. Kettl finds that government has largely been a poor judge of private markets. Because government rarely operates in truly competitive markets contracting out has not so much solved the problems of inefficiency, but has aggravated them. Government has often not proved to be an intelligent consumer of the goods and services it has purchased. Kettl provides specific recommendations as to how government can become a "smart buyer," knowing what it wants and judging better what it has bought. Through detailed case studies, Kettl shows that as market imperfections increase, so do problems in governance and management. He examines the A-76 program for buying goods and services, the FTS-2000 telecommunications system, the Superfund program, the Department of Energy's production of nuclear weapons, and contracting out by state and local governments. He argues that government must be more aggressive in managing contracts if it is to build successful partnerships with outside contractors. Kettl maintains that the answer is not more government, but a smarter one, which requires strong political leadership to refocus the bureaucracy's mission and to change the bureaucratic culture.

Book Where Does the Public Sector End and the Private Sector Begin

Download or read book Where Does the Public Sector End and the Private Sector Begin written by Ian Lienert and published by International Monetary Fund. This book was released on 2009-06 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The real effective exchange rate (REER) is the most commonly used measure for assessing international competitiveness. We develop a methodology to estimate the REER that incorporates two distinctive elements that are not considered in the current literature and apply it to the Mediterranean Quartet (MQ) of Greece, Italy, Portugal, and Spain, whose common pattern of real appreciation has created concern in policy and academic circles. The two elements that we add to the existing literature are (i) product heterogeneity when identifying each country's international competitors and their weights and (ii) a comprehensive treatment of services exports. Our refined measure suggests a modest reduction in the observed REER gap between the MQ countries and the other euro area countries. In particular, considering product heterogeneity and services exports implies a lower real appreciation from 1998 to 2006 on the order of 2-3 percent for all MQ countries. These are difference-in-difference estimates relative to the results obtained for the rest of the euro area countries using the same methodology.

Book The Privatization of Human Services

Download or read book The Privatization of Human Services written by Harold W. Demone and published by Springer. This book was released on 2013-11-09 with total page 275 pages. Available in PDF, EPUB and Kindle. Book excerpt: No reader of professional journals, agency reports, or the daily press needs to be told that Professors Gibelman and Demone have assembled a vol ume of contributions to a very lively debate. The two words highlighted, "privatization" and "contracting," sum up the prescriptions of many for social service reform and the anxieties of others who question the new strategies. The pace and scale of developments over the past 2 decades sometimes allows us to forget that the subject has a long history. Privatization may be thought of as involving public turnover to the private sector of responsi bility for services it has been delivering. Or it may be the public sector arranging for the private sector to take on new services that the public wishes to encourage or for which it accepts responsibility. The transaction usually involves public funds. The historical story, however, is not one of public temporal primacy.
