Book excerpt: Ukraine is one of the few countries in the world that is in a position to significantly increase grain net exports, due to its strategic location and agro-ecological potential of its soils. The grain production potential of Ukraine depends on the two main factors: land area cultivated and yield. This report analyses possibility of increasing both of these factors, highlighting the unstable character of land area under grain and defining the causes of such fluctuations including extreme weather conditions, absence of crop insurance system, lack of environmental measures and unsustainable mid- and long-term state policy in grain production and trade. The rapid emergency of large intensive agricultural enterprises and agro-holdings in the last decade is widely promoted by policy makers due to their effectiveness; however in terms of operational efficiency, environmental footprint and monetary productivity, peasant farms often have better results, as we have shown in this report. In terms of economic and institutional challenges, we have analysed issues with logistics and trade infrastructure, rule of law, transparency of grain markets and financial support to the farmers. As a result of the analysis, we can conclude that by liberalizing its markets, improving the rule of law and providing more state support for sustainable agricultural practices and infrastructure development, Ukraine shall be able to increase its grain production and exports, attract more investment into the sector and improve producer profitability.

This study summarizes the first five years (1991-96) of agrarian reforms in Ukraine, presenting the results of a farm-level survey conducted in 11 provinces between January and March 1996. The findings show that the growth of private farming has slowed down after a vigorous start and that the number of independent family farms appears to have stabilized at around 33,000. Distribution of land and asset shares has been completed in roughly half the farms surveyed. Ukrainian agriculture remains dominated by large collective structures, and the failure of large farms to adapt to new economic conditions has resulted in a distinct deterioration of their financial performance. The survey suggests that land reform in Ukraine is in danger of stagnation and that the government must create the necessary institutional and market conditions to invigorate reforms. Book excerpt: The agri-food sector is an important part of the Ukrainian economy. Agriculture could make an even larger contribution to economic growth and the vitality of rural areas in Ukraine than is currently the case. Ukraine has the agro-climatic potential to be a major player on world agricultural markets. Agricultural competitiveness in Ukraine also suffers from inadequate systems to test and document food product quality and food safety. Ukraine's food safety control system is complicated and characterized by fragmented and often overlapping jurisdictions. Many standards applied in Ukraine are inconsistent with World Trade Organization (WTO) provisions, with standards established by the responsible international bodies and with accepted practices in international trade. Without improvements towards an efficient and internationally recognized food quality and safety control system, Ukrainian agriculture will find it increasingly difficult to sell into international markets and its products will not be able to command top prices. The ban on Ukrainian meat, eggs, fish, cheese, milk and butter imposed by Russia in mid-January 2006 provides an example of the disruptions that can result. This negative impact on competitiveness will be increasingly acute for more perishable products, higher-processed products and products that combine different agricultural raw materials - in other words many high-value added products. Policy reforms and investments could greatly increase the competitiveness of Ukrainian agriculture. In the policy sphere, greater restraint should be exercised in the area of trade, market and price policy. Ad hoc intervention on agricultural markets should be reduced. Accession to the WTO is an important and encouraging signal that policy makers are willing to adopt less intrusive and more stable trade, market and price policies. In the investment sphere, priorities include food safety monitoring and certification systems, trade infrastructure and logistic capacity, food chain management, technical advisory and market information systems, streamlined and transparent customs procedures, land markets, and research and education institutions.

Book excerpt: The Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme aims to provide income support to farmers to facilitate timely access to inputs by easing their liquidity needs. This study, based on 1,406 farmers of Uttar Pradesh and using a binary choice model, examines the scheme’s targeting accuracy and the correlates of farmers’ spending patterns. Triple difference with matching estimators are used to identify the differential impact of PM-KISAN on Krishi Vigyan Kendras (farm science centers, or KVKs) beneficiaries. Results show that PM-KISAN reached to one-third of all the farmers in the first three months of its implementation. Moreover, the study finds no selection bias based on social, economic and agricultural characteristics. The scheme has significantly helped those who are relatively more dependent on agriculture and have poor access to credit. Moreover, scheme has significantly stimulated the KVK ’s impact on the adoption of modern cultivars.

The author focuses on instruments of state support for agricultural producers. Those are examined in their compliance with Ukraine’s WTO commitments. The other central component of the book is the effect of the EU-Ukraine Association Agreement on the the country’s policy space. The treaty contains legal approximation provisions, which may have a farreaching impact on Ukrainian agricultural regulation. In this regard, the agreement is compared to other free trade agreements signed by Ukraine. Another focal point is the question to what extent Ukraine could make use of the EU agricultural aid practice. Although certain EU experience is found to be useful, the book generally advocates reducing distortive policies in Ukraine by substituting subsidies with market-based instruments.
