Book excerpt: In the face of megatrends such as globalisation, climate and demographic change, digitalisation and urbanisation, many cities and regions are grappling with critical challenges to preserve social inclusion, foster economic growth and transition to the low carbon economy. The 17 Sustainable Development Goals (SDGs) set the global agenda for the coming decade to end poverty, protect the planet and ensure prosperity for all. A Territorial Approach to the Sustainable Development Goals argues that cities and regions play a critical role in this paradigm shift and need to embrace the full potential of the SDGs as a policy tool to improve people's lives. The report estimates that at least 105 of the 169 SDG targets will not be reached without proper engagement of sub-national governments. It analyses how cities and regions are increasingly using the SDGs to design and implement their strategies, policies and plans; promote synergies across sectoral domains; and engage stakeholders in policy making. The report proposes an OECD localised indicator framework that measures the distance towards the SDGs for more than 600 regions and 600 cities in OECD and partner countries. The report concludes with a Checklist for Public Action to help policy makers implement a territorial approach to the SDGs.

First, the cost of using specific SDG indicators varies in relation to indicator complexity - complementary investments in country statistical systems may be necessary. Second, providers synchronising their country-level results planning with partner countries find it easier to align to and measure SDG indicators together with the partner country and other providers. Third, reliance on joint monitoring approaches is helping providers reduce the cost of SDG monitoring. Finally, while disaggregating SDG data by gender and by urban-rural dimensions is common, other data disaggregation relevant to ensure that no one is left behind are rare.

The paper examines the SDG outcome and performance targets and indicators that fit with the goals of individual providers. It presents a menu of 60 SDG targets and indicators that can strengthen providers' results frameworks, facilitate data collection and use, and offer improved platforms for dialogues on development co-operation results. The concept of "menu" recognises that individual providers and their partners prioritise different aspects of the 2030 Agenda. They can select and apply SDG targets and indicators to their existing results frameworks in accordance with their respective priorities. Results information is used for accountability and communication and hence tied to political goals for development co-operation. With clearer links to the SDGs, results information can also be used for strategic direction and learning by providers.
