Book excerpt: Notwithstanding past achievements, flood damage continues to rise throughout the world as the magnitudes of floods increase, partly as a result of poor land management and partly by climate change, growing populations and continuing development in flood-prone areas, and the aging and deterioration of flood defences. One of the major goals of water management is the protection of society from floods. That issue is addressed here in terms of such broad issues as flood analysis, flood impact, non-structural and structural flood management measures. Non-structural measures focus on flood plain management, flood insurance, flood forecasting and warning, and emergency measures during floods. Structural measures focus on catchment management, embankments and flood reservoirs. Post-flood measures are also discussed. Future planning of flood management should be based on a clear understanding of the effectiveness interventions and their impacts on river catchment ecosystems.

The increased frequency of flooding in the last few years, coupled with climate change predictions and urban development, suggest that these impacts are set to worsen in the future. How we respond and importantly, adapt to these challenges is key to developing our long term resilience at the property, community and city scale. As our cities continue to expand, their urban infrastructures need to be re-evaluated and adapted to new requirements related to the increase in population and the growing areas under urbanization. We also need to consider more nature-based interventions to the management of flood risk, including the adoption of more catchment-based approaches. These are now being recognised as being more sustainable and also able to achieve wider benefits to the environment and society as a whole. Water supply systems and urban drainage are also increasingly important due to this expansion. Topics such as contamination and pollution discharges in urban water bodies, as well as the monitoring of water recycling systems are currently receiving a great deal of attention from researchers and professional engineers working in the water industry. Mitigating losses from water distribution networks and effective, efficient and energy-saving management are key goals for optimising performance and reducing negative impacts. Sewer systems are under constant pressure due to growing urbanization and climate change, and the environmental impact caused by urban drainage overflows is related to both water quantity and water quality. This book is aimed at researchers, academics and practitioners involved in research and development activities across a wide range of technical and management topics related to urban water and flooding and its impacts on communities, property and people.

Book excerpt: The United States has one of the largest and costliest flood control systems in the world, even though only a small proportion of its land lies in floodplains. Rivers by Design traces the emergence of the mammoth U.S. flood management system, which is overseen by the federal government but implemented in conjunction with state governments and local contractors and levee districts. Karen M. O’Neill analyzes the social origins of the flood control program, showing how the system initially developed as a response to the demands of farmers and the business elite in outlying territories. The configuration of the current system continues to reflect decisions made in the nineteenth century and early twentieth. It favors economic development at the expense of environmental concerns. O’Neill focuses on the creation of flood control programs along the lower Mississippi River and the Sacramento River, the first two rivers to receive federal flood control aid. She describes how, in the early to mid-nineteenth century, planters, shippers, and merchants from both regions campaigned for federal assistance with flood control efforts. She explains how the federal government was slowly and reluctantly drawn into water management to the extent that, over time, nearly every river in the United States was reengineered. Her narrative culminates in the passage of the national Flood Control Act of 1936, which empowered the Army Corps of Engineers to build projects for all navigable rivers in conjunction with local authorities, effectively ending nationwide, comprehensive planning for the protection of water resources.
