Immediately after the disaster, the second World Conference on Disaster Reduction was held in Kobe, Japan, and formulated the Hyogo Framework for Action (HFA: 2005–2015). HFA provided a platform and framework for changes and innovations, many of which were part of the recovery programs in the different countries affected by the 2004 disaster. This book is a modest attempt to review the lessons learned through the recovery process in the affected region. The book has 31 chapters, drawing lessons from four countries: India, Indonesia, Sri Lanka, and Thailand. Book excerpt: The tsunami that struck a dozen countries around the Indian Ocean on 26 December 2004 evoked international sympathy on a scale beyond any previous natural disaster. The international relief effort broke all records both in scale and diversity, with seven billion U.S. dollars donated from all over the world through public and private agencies for Sumatra alone. Simply as a reconstruction effort, therefore, the disbursement of those funds and the rebuilding of housing, infrastructure, and economy posed major national and international challenges. However this was not simply a reconstruction effort. Aceh at that time was a war zone, with Indonesia's military engaged in a major operation to crush a separatist rebellion that had been simmering since 1976. Even though the funds had been donated for tsunami relief, any real reconstruction of Aceh had to consider the impact of the conflict on the well-being of the population, as well as governance and administrative capacities. This volumes serves the purpose not only of discussing some of the lessons of the Aceh reconstruction and peace processes, but also of maintaining critical links between Aceh and the international community after the initial tranches of aid expire.

Book excerpt: This book presents an evaluation of the impacts of megathrust earthquakes and tsunamis on regional economies and subsequent reconstruction, as well as regional revitalization by the spatial economic model and dynamic macro and regional computable general equilibrium (CGE) models. The cases examined are the Great East Japan Earthquake and the Indian Ocean Tsunami. The study constructs three models of these megathrust earthquakes and the associated tsunami. In the first model, the regional CGE model is proposed with a database comprising the two-regional social accounting matrix for 2005 between the region comprising four disaster-affected prefectures of Japan and the non-disaster region. For the recursive dynamic regional CGE model, the model that expanded and improved the dynamic two-regional CGE model to reflect the incomplete employment conditions and the aging society is used to analyze the impacts of an earthquake and the construction of industrial clusters. In the second model, the interregional input–output model is proposed in order to analyze the impacts of the earthquake and rapid population decline and construction of a biogas electricity power plant. In the third model, a new economic geography (NEG) model is proposed, consisting of the 47 prefectures of Japan in order to investigate the impacts of the Great East Japan and Nankai megathrust earthquakes and the associated tsunami and to consider how they change the regional economies of Japan. Using these three models, the impacts of megathrust earthquakes and tsunamis on regional economies and reconstruction and on regional revitalization are evaluated.

It takes into account the risk of disaster and the social implications for settlement in this area. Although, there are a number of publications which discuss general research guidelines and methods, there is a notable lack of books in the social sciences which provide an example of integrating quantitative and qualitative methods in one research project. As such, this book will be useful to students, academicians and practitioners conducting research work.

Managing the inflow of resources and spending those resources well have proven to be two of the main difficulties in such reconstruction projects, particularly after large-scale disasters. A central dilemma of the public financial management of reconstruction is the need for very high levels of accountability to demonstrate fiduciary credibility, while at the same time ensuring the rapid implementation of recovery programs. This paper identifies options and lessons for managing post-disaster reconstruction finance in three key areas: (i) the establishment of special institutions to manage the reconstruction process; (ii) the selection of public financial management systems with respect to the application of country systems, special fiduciary arrangements, or donor/NGO execution; and (iii) monitoring and evaluation systems. The authors synthesize the phasing of assistance and approaches in eight recent post-natural disaster reconstruction efforts (Aceh-Indonesia, Yogyakarta-Indonesia, Sri Lanka, Maldives, Pakistan, Colombia, Grenada, and Honduras) to help guide the priorities and options for future instances of public financial management for disaster reconstruction. The paper also compares the challenges posed by post-conflict versus post-natural disaster public financial management.
