Le tourisme est un phénomène qui a profondément marqué les dernières décennies, il exerce des effets positifs sur la balance des paiements, l’emploi et la production, du moins au niveau macro-économique. Mais il peut par ailleurs avoir des impacts lourdement négatifs sur l’environnement, compromettre les perspectives d’un développement durable et participer à l’exclusion de certaines populations dont les personnes en situation de handicaps. Face à ce constat, nous avons choisi d’étudier la relation entre tourisme et handicaps dans le champ du tourisme social, de la resituer dans un ensemble plus large d’accessibilité au tourisme et de chaîne cohérente de déplacement et de services répondant aux attentes des personnes en situation de handicap afin qu’elles puissent vivre pleinement l’accès aux vacances et aux loisirs.. Nous avons démontré le défi qui reste à relever pour rendre opérationnel cet accès « à tout pour tous » à travers l’exemple du Languedoc Roussillon.

L'éthique du tourisme se doit d'intégrer le réflexe handicap bien en amont dans toutes les politiques publiques comme sont intégrées les démarches qualifiantes liées à l'environnement, à la bioclimatique, l'éco mobilité... Cet ouvrage apporte un éclairage certain sur ces questionnements : changement de regard porté sur les personnes en situation de handicap permanent ou temporaire, comportement des acteurs privés et publics sur le principe de l'accessibilité, mise en place de réelles offres de séjour globales incluant la chaîne du déplacement dans les destinations touristiques, ainsi que la prise en compte de la e-accessibilité dans les nouvelles technologies. L'une des réponses organisationnelles à l'exigence d'une qualité d'usage pour tous, a été donnée sous l'angle d'une territorialisation d'une offre touristique adaptée à l'échelle locale, apparaissant comme un enjeu pertinent grâce à une meilleure gouvernance des territoires touristiques adaptés de demain via l'Agenda 22.
