Founded in the name of academic freedom, it quickly emerged as a pioneer in adult education—providing what its first president, Alvin Johnson, liked to call “the continuing education of the educated.” By the mid-1920s, the New School had become the place to go to hear leading figures lecture on politics and the arts and recent developments in new fields of inquiry, such as anthropology and psychoanalysis. Then in 1933, after Hitler rose to power, Johnson created the University in Exile within the New School. Welcoming nearly two hundred refugees, Johnson, together with these exiled scholars, defiantly maintained the great traditions of Europe’s imperiled universities. Judith Friedlander reconstructs the history of the New School in the context of ongoing debates over academic freedom and the role of education in liberal democracies. Against the backdrop of World War I and the first red scare, the rise of fascism and McCarthyism, the student uprisings during the Vietnam War and the downfall of communism in Eastern Europe, Friedlander tells a dramatic story of intellectual, political, and financial struggle through illuminating sketches of internationally renowned scholars and artists. These include, among others, Charles A. Beard, John Dewey, José Clemente Orozco, Robert Heilbroner, Hannah Arendt, and Ágnes Heller. Featured prominently as well are New School students, trustees, and academic leaders. As the New School prepares to celebrate its one-hundredth anniversary, A Light in Dark Times offers a timely reflection on the legacy of this unique institution, which has boldly defended dissident intellectuals and artists in the United States and overseas.

Most refugees across the global live in ‘protracted’ conditions that extend from years to decades, without legal status that allows them to work and establish a home. It is contended that they become largely invisible to people based in the global North, and cease to remain fully human subjects with access to their political lives. Shifting the conversation away from the salient discourse of ‘solutions’ and technical fixes within state-centric international relations, the authors recover the subjectivity lost for those stuck in extended exile. The book first argues that humanitarian assistance to refugees remains vital to people’s survival, even after the emergency phase is over. It then connects asylum politics in the global North with the intransigence of extended exile in the global South. By placing the urgent crises of protracted exile within a broader constellation of power relations, both historical and geographical, the authors present research and empirical findings gleaned from refugees in Iran, Kenya and Canada and from humanitarian and government workers. Each chapter reveals patterns of power circulating through the ‘colonial present’, Cold War legacies, and the global ‘war on terror". Seeking to render legible the more quotidian struggles and livelihoods of people who find themselves defined as refugees, this book will be of great interest to international humanitarian agencies, as well as migration and refugee researchers, including scholars in refugee studies and human displacement, human security, globalization, immigration, and human rights.

Book excerpt: Migration is the most volatile sociopolitical issue of our time, as the current escalation of discourse and action in the United States and Europe concerning walls, border security, refugee camps, and deportations indicates. The essays by the international and interdisciplinary group of scholars assembled in this volume offer critical filters suggesting that this escalation and its historical precedents do not preclude redemptive counterstrategies. Encoded in narratives of affiliation and escape, these counterstrategies are variously launched as literary, cinematic, and civic interventions in past and present constructions of diasporic, migratory, or exilic identities. The essays trace these narratives through the figure of the “exile” as it moves across times, borders, and genres, transmogrifying into the fugitive, the escapee, the refugee, the nomad, the Other. Arguing that narratives and figures of migration to and in Europe and the Americas share tropes that link migration to kinship, community, refuge, and hegemony, the volume identifies a transhistorical, transcultural, and transnational common ground for experiences of mediated diaspora, migration, and exile at a time when public discourse and policy-making emphasize borders, divisions, and violent confrontations.

The era of globalization has left little untouched and both our society and colleges and universities look, think, and operate differently as a result. Notwithstanding the movement toward global interdependence and intercultural rhetoric in mission statements, there is little in the academic literature on the topic of higher education engagement with displaced academics. This research draws on interviews with a variety of multidisciplinary scholars from around the world who have had to flee their home countries due to the political and/or ideological nature of their intellectual work, and who now hold appointments at U.S. higher education institutions through the Scholars at Risk network. This research, in turn, is framed by the following questions: How do displaced academics view academic freedom in their home countries and in the United States? What factors safeguard and/or threaten the tenets of academic freedom? What observations have displaced academics drawn from their experiences in U.S. colleges and universities? How have displaced academics interacted with their academic communities through their teaching and research? Thematic analysis is informed by tenets of critical geography that aim to better understand the changing dynamics of a globalization era across space, place, and time, as well as a juxtaposing view of the movement of knowledge on one hand and people on the other (Bartlett & Vavrus, 2017; Massey, 2005). Findings reveal that restrictions to academic freedom range from explicit to implicit, and that implicit restrictions are a common feature of U.S. academic life. Further, to adequately understand the experiences of exile is to conceptualize a geography of mobility and immobility, where displaced academics must contend with being removed but still connected. Knowledge production and exchange also is susceptible to mobility and immobility, and the experiences of displaced academics reveal the ways in which these barriers can be circumnavigated. Finally, displaced academics in U.S. institutions offer extraordinarily relevant perspectives on the state of U.S. higher education, and are far more valuable to their hosting communities than their academic output alone.

Book excerpt: This book provides a detailed account of the structure and political strategies of the Tibetan government-in exile, the Central Tibetan Administration (CTA), in northern India. Since its founding in 1959, it has been led by the 14th Dalai Lama who struggles to regain the Tibetan homeland. Based on a theoretical approach on exile organizations – and extensive empirical studies in Asia – this book discusses CTA’s political strategies to gain national loyalty, and international support, in order to secure its own organizational survival and the ultimate goal: the return to Tibet. The book is organized around the two fundamental questions: firstly, how the CTA fosters its claims to be the sole representative of all Tibetans over the last decades in exile; and, secondly, which policies have been carried out in order to regain the homeland. The book is divided into four substantial chapters: the historical background, providing a review of pre-1959 political Tibet a theoretical section which covers the critical position of exile organizations an examination of the exile Tibetan community and government from the early years an analysis of crucial CTA policies. Innovative and unique, this book combines a political science approach with Tibetan studies to analyse exile-Tibetan politics in particular, and exile governments in general.
