However, visits to schools have revealed that students are often taught for only a fraction of the intended time, particularly in lower-income countries. Losses are due to informal school closures, teacher absenteeism, delays, early departures, and sub-optimal use of time in the classroom. A study was undertaken to develop an efficient methodology for measuring instructional time loss. Thus, instructional time use was measured in sampled schools in Tunisia, Morocco, Ghana, and the Brazilian state of Pernambuco. The percentage of time that students were engaged in learning vis-agrave;-vis government expectations was approximately 39 percent in Ghana, 63 percent in Pernambuco, 71 percent in Morocco, and 78 percent in Tunisia. Instructional time use is a mediator variable that is challenging to measure, so it often escapes scrutiny. Research suggests that merely financing the ingredients of instruction is not enough to produce learning outcomes; students must also get sufficient time to process the information. The quantity-quality tradeoff that often accompanies large-scale enrollments may be partly due to instructional time restrictions. Time wastage also distorts budgetary outlays and teacher salary rates. To achieve the Millennium Development Goals students must get more of the time that governments, donors, and parents pay for.

Book excerpt: An estimated five to seven and a half million students miss 18 or more days of school each year, or nearly an entire month or more of school, which puts them at significant risk of falling behind academically and failing to graduate from high school. Every student absence jeopardizes the ability of students to succeed at school and schools to achieve their mission. School attendance is a constant concern in schools. Average daily attendance rates are a common determiner of school funding, so schools funded on the basis of average daily attendance have less resources to do the job. Students who are not at school cannot receive instruction, and school performance indicators suffer. Excessive school absence is a precursor of school dropout. Some youngsters who are truant from school engage in behaviors that are illegal. The negative correlates related to school attendance problems go on and on. One early impact of the Every Student Succeeds Act (ESSA) will be increased attention to attendance problems. For many schools attendance will become the additional accountability indicator stressed in ESSA. Under the new act, States will be required to report chronic absenteeism rates for schools, and school districts will be allowed to spend federal dollars on training to reduce absenteeism. Since all schools take attendance, an immediate focus will be on establishing systems for reporting chronic absenteeism (including truancy). At this juncture, the federal government has decided to create a national Every Student, Every Day initiative to "address and eliminate chronic absenteeism". Such special initiatives do focus attention on a problem, but usually only for a brief interval of time. Because they are extraordinarily funded and implemented under exceptional conditions, sustainability beyond two to three years is rare. Replication of major intervention elements on a large scale often is not feasible. While it's hard to argue that more mentors and more public information are anything but good, the reality is that effectively dealing with the problem of chronic absenteeism over the long-run requires a fundamental rethinking of policies and practices. In particular, the need is for a unified, comprehensive, and equitable system that directly addresses barriers to learning, re-engages disconnected students in classroom instruction, and re-engages disconnected families with schools.

Book excerpt: Student absenteeism is often conceptualized and quantied in a static, uniform manner, providing an incomplete understanding of this important phenomenon. Applying growth curve models to detailed class-attendance data, we document that secondary school students' unexcused absences grow steadily throughout a school year and over grades, while the growth of excused absences remain essentially unchanged. Importantly, students starting the school year with a high number of unexcused absences, Black and Hispanic students, and low-income students accumulate unexcused absences at a signicantly faster rate than their counterparts. Lastly, students with higher growth rates in unexcused absences consistently report lower perceptions of all aspects of school culture than their peers. Interventions targeting unexcused absences and/or improving school culture can be crucial to mitigating disengagement.

Book excerpt: This study explores the reasons for chronic teacher absenteeism, which is a growing concern in Michigan schools and districts because teacher absenteeism is expensive and has implications for student learning. In total, 21 elementary teachers from seven different Michigan school districts were interviewed about their experiences with and perceptions of teacher absenteeism. Using an interpretive lens from the management literature on employee absenteeism, this study finds chronically absent teachers used paid time off for job-related mental health more often than for personal reasons compared to non-chronically absent teachers. The contributors to job-related mental health include three elusive, intangible characteristics: job stress, low perceived organizational support, and job dissatisfaction. The sources of job stress, low perceived organizational support, and job dissatisfaction are negative student behaviors, large class sizes, accountability pressures, lack of building support, lack of administration support, increased workload, performing additional duties above and beyond teaching, and not having enough district financial support for classroom materials and resources. The findings suggest organizational factors, or challenges with school and district culture and climate, contribute to chronic teacher absenteeism and must be improved upon. Implications for research, policy, and practice are discussed, along with opportunities for future research on both chronic teacher absenteeism and the culture and climate of schools and districts.

In a labour relations context this means that progressive discipline can be applied. or more elaborated - white absenteeism: In the case of white absenteeism, the employee is obviously ill. For example if he or she has high fever or a broken leg. - grey absenteeism: Illnesses which are psychological or psychosomatic, such as headache, stomachache or tiredness can lead to grey absenteeism because in these cases, diagnoses are hard to make. - black absenteeism: it is spoken about black absenteeism if someone who is not ill has reported himself/herself as sick. This black variant of absenteeism is often also called illegal absenteeism. In the cases of black and grey absenteeism exists a degree of freedom to absenteeism.
