Book excerpt: While we know a great deal about the benefits of regional integration, there is a knowledge gap when it comes to areas with weak, dysfunctional, or nonexistent regional fabric in political and economic life. Further, deliberate “un-regioning,” applied by actors external as well as internal to a region, has also gone unnoticed despite its increasingly sophisticated modern application by Russia in its peripheries. This volume helps us understand what Anna Ohanyan calls “fractured regions” and their consequences for contemporary global security. Ohanyan introduces a theory of regional fracture to explain how and why regions come apart, consolidate dysfunctional ties within the region, and foster weak states. Russia Abroad specifically examines how Russia employs regional fracture as a strategy to keep states on its periphery in Eurasia and the Middle East weak and in Russia's orbit. It argues that the level of regional maturity in Russia’s vast vicinities is an important determinant of Russian foreign policy in the emergent multipolar world order. Many of these fractured regions become global security threats because weak states are more likely to be hubs of transnational crime, havens for militants, or sites of protracted conflict. The regional fracture theory is offered as a fresh perspective about the post-American world and a way to broaden international relations scholarship on comparative regionalism.

Yet well after that history has ended, the influence of Weimar German-Jewish intellectuals has become ever greater. Hannah Arendt, Gershom Scholem, Theodor Adorno, Walter Benjamin, Franz Rosenzweig, and Leo Strauss have become household names and possess a continuing resonance. Beyond the Border seeks to explain this phenomenon and analyze how the German-Jewish legacy has continuingly permeated wider modes of Western thought and sensibility, and why these émigrés occupy an increasingly iconic place in contemporary society. Steven Aschheim traces the odyssey of a fascinating group of German-speaking Zionists--among them Martin Buber and Hans Kohn--who recognized the moral dilemmas of Jewish settlement in pre-Israel Palestine and sought a binationalist solution to the Arab-Israel conflict. He explores how German-Jewish émigré historians like Fritz Stern and George Mosse created a new kind of cultural history written against the background of their exile from Nazi Germany and in implicit tension with postwar German social historians. And finally, he examines the reasons behind the remarkable contemporary canonization of these Weimar intellectuals--from Arendt to Strauss--within Western academic and cultural life. Book excerpt: Travel in early modern Europe is frequently represented as synonymous with the institution of the Grand Tour, a journey undertaken by elite young males from northern Europe to the centres of the arts and antiquity in Italy. Taking a somewhat different perspective, this volume builds upon recent research that pushes beyond this narrow orthodoxy and which decentres Italy as the ultimate destination of European travellers. Instead, it explores a much broader pattern of travel, undertaken by people of varied backgrounds and with divergent motives for travelling. By tapping into current reactions against the reification of the Grand Tour as a unique and distinctive practice, this volume represents an important contribution to the ongoing process of resituating the Grand Tour as part of a wider context of travel and topographicalmwriting. Focusing upon practices of travel in northern and western Europe rather than in Italy, particularly in Britain, the Low Countries and Germany, the essays in this collection highlight how itineraries continually evolved in response to changing political, economic and intellectual contexts. In so doing, the reasons for travel in northern Europe are subjected to a similar level of detailed analysis as has previously only been directed on Italy. By doing this, the volume demonstrates the variety of travel experiences, including the many shorter journeys made for pleasure, health, education and business undertaken by travellers of varying age and background across the period. In this way the volume brings to the fore the experiences of varied categories of traveller – from children to businessmen – which have traditionally been largely invisible in the historiography of travel.

The reason for this unease, even after the terrorist attacks of September 11, 2001, is not frequent threats to American security. It is America's identity. The United States, its citizens believe, is a different country, a New World of divided institutions and individualistic markets surviving in an Old World of nationalistic governments and statist economies. In this Old World, the United States finds no comfort and alternately tries to withdraw from it and reform it. America cycles between ambitious internationalist efforts to impose democracy and world order, and more nationalist appeals to trim multilateral commitments and demand that the European and Japanese allies do more. In At Home Abroad, Henry R. Nau explains that America is still unique but no longer so very different. All the industrial great powers in western Europe (and, arguably, also Japan) are now strong liberal democracies. A powerful and peaceful new world exists beyond America's borders and anchors America's identity, easing its discomfort and ending the cycle of withdrawal and reform. Nau draws on constructivist and realist perspectives to show how relative national identities interact with relative national power to define U.S. national interests. He provides fresh insights for U.S. grand strategy toward various countries. In Europe, the identity and power perspective advocates U.S. support for both NATO expansion to consolidate democratic identities in eastern Europe and concurrent, but separate, great-power cooperation with Russia in the United Nations. In Asia, this perspective recommends a shift of U.S. strategy from bilateralism to concentric multilateralism, starting with an emerging democratic security community among the United States, Japan, South Korea, Australia, New Zealand, India, and Taiwan, and progressively widening this community to include reforming ASEAN states and, if it democratizes, China. In the developing world, Nau's approach calls for balancing U.S. moral (identity) and material (power) commitments, avoiding military intervention for purely moral reasons, as in Somalia, but undertaking such intervention when material threats are immediate, as in Afghanistan, or material and moral stakes coincide, as in Kosovo.
