This has long been an issue of concern for Indigenous people and their allies and is now drawing the attention of government, business leaders, and others who know that this fast-growing population is a critical source of future labour. Shauna MacKinnon’s Decolonizing Employment: Aboriginal Inclusion in Canada’s Labour Market is a case study with lessons applicable to communities throughout North America. Her examination of Aboriginal labour market participation outlines the deeply damaging, intergenerational effects of colonial policies and describes how a neoliberal political economy serves to further exclude Indigenous North Americans. MacKinnon’s work demonstrates that a fundamental shift in policy is required. Long-term financial support for comprehensive, holistic education and training programs that integrate cultural reclamation and small supportive learning environments is needed if we are to improve social and economic outcomes and support the spiritual and emotional healing that Aboriginal learners tell us is of primary importance.

Book excerpt: The wave of retirements looming as baby boomers age out of the workforce coupled with the substantial existing need for skilled tradespersons point to current and future vacancies in specific sectors of the economy. There are also a growing number of impact and benefit agreements (IBAs) signed between industry and Aboriginal communities that include a clear target for a number of employment opportunities to be reserved for Aboriginal people. Taken together, this demonstrates that there are significant opportunities for Aboriginal people to improve their economic and social condition. However, many Aboriginal people face multiple barriers to employment including challenges relating to education, literacy and essential skills, and job readiness. There is often a mismatch between the skills of a vast number of Aboriginal people and the skills required for current and future employment opportunities, primarily in the resource extraction and supporting industries. The report will look at some of the factors that preclude Aboriginal people from taking advantage of opportunities in the workforce and will also make recommendations to improve their participation in post-secondary education and the labour market.

Book excerpt: Employment equity legislation is becoming more prevalent in Canadian labor markets, yet--other than broad availability numbers--the labor market experiences of designated groups have not been well documented. Using the National Graduates Survey of 1992, this report profiles the early labor market experiences of visible minorities, Aboriginal peoples and persons with disabilities who graduated from Canadian universities and community colleges in 1990. In general, we find that the earnings of designated group members are very similar to the earnings of their classmates. However, we also find that members of these groups are more likely to be unemployed and are less likely to participate in the labor force than others in their class.

Book excerpt: A straightforward and simple index of the unemployment of Aboriginals compared to the population as a whole was created by dividing the rate of Aboriginal unemployment into the rate of unemployment among the general population. [...] While the unemployment rate for Aboriginal people was double that for the whole population in the East, the Aboriginal jobless rate in the West was about three times that for the population, and even worse on the Prairies. [...] Table 6 shows the difference between the East and the Prairies, and the East and the West, in unemployment among Aboriginal people compared to the general population. [...] While the labour market for Aboriginal people is different in the East than the West, compared to the general population, in absolute terms the participation rate in the West has improved to the extent that by 1996 it was almost the same as that in the East for Aboriginal people. [...] Table 11 shows the percentage of the Aboriginal population under age 15 in each of the provinces and territories, and in the regions of the East, West and Prairies.
